Political Issues Snarled Plans for Troop Aid

"WASHINGTON, Sept. 8 - As New Orleans descended into chaos last week and Louisiana's governor asked for 40,000 soldiers, President Bush's senior advisers debated whether the president should speed the arrival of active-duty troops by seizing control of the hurricane relief mission from the governor.

For reasons of practicality and politics, officials at the Justice Department and Pentagon, and then at the White House, decided not to urge Mr. Bush to take command of the effort.

Instead, the Washington officials decided to rely on the growing number of National Guard personnel flowing into Louisiana, who were under Gov. Kathleen Babineaux Blanco's control. The debate was triggered as officials began to realize that Hurricane Katrina exposed a critical flaw in the national disaster response plans created after the Sept. 11 attacks. According to the administration's senior homeland security officials, the hurricane showed the failure of their plan to recognize that local police, fire and medical personnel might be incapacitated and unable to act quickly until reinforcements arrive on the scene..."

But decision makers in Washington felt certain that Governor Blanco would have resisted surrendering control of the military relief mission as Bush Administration officials believe would have been required to deploy active-duty combat forces before law and order had been re-established. While troops can conduct relief missions without the legal authority of the Insurrection Act, Pentagon and military officials say that no active-duty forces could have been sent into the chaos of New Orleans on Wednesday or Thursday without confronting law-and-order challenges......."

If you still have your wife and kids with you when they come knocking...then you have already screwed the pooch.

There is no excuse in this instance for that to be the situation in 99% of the cases. Ample warning was given. I would have either taken my wife and kids to refuge in advance of the storm and come back to protect my own afterwards, or sent them to saftey and hung back to ride things out. In neither case, would my wife and kids still be in that situation.

I believe in most instances (certainly not all) an astute eye and common sense will tell you when to get momma and the kids away from Dodge. After that...the same astute eye and common sense will guide you in dealing with the suituation as it arises...either with looters, criminals, or authorities (even the overbearing kind).

Just my thoughts on the matter.

If the military had gone in on day one and started blowing away looters, we'd have a different story line from the Left: Fascist Bush Sends Soldiers to Kill Oppress Blacks.

You overlook one very important point, though. The military would have been blamed for every bullet-riddled body that emerges from the murky waters of New Orleans even if the military personnel didn't carry any guns.

I know that and we discussed it at the time... but the MSM and Dims don't care about that and even if he didn't land he would have been there instead of California. To these people it didn't matter he was in California for a reason, in their minds he was still on vacation. I'm talking perception, not common sense. The left has no common sense.

Leno just said something to the effect that why should anyone figure (RATS) would evacuate NO in a timely manner when it took five weeks to get them to evacuate Crawford, Texas. : )

They mean a whole lot to me. The president should address the nation and simply tell the whole truth about what happened. The incompetency in Louisiana and New Orleans and the weight of federal bureaucracy that bogged down quick response.

He should take no prisoners in the speech.

The jails were emptied, cuz the jails were flooding, but they weren't emptied on to the streets. Currently, the city's transit (bus) or Amtrack station is acting as the NO "jail". Also, I think some prisoners were put on to some ship of some kind.

Thats why they keep losing elections. The more they open their mouths the more seats they give up to the republicans.
