According to what FEMA paid for --- thousands! Including those poor floridians who died on world cruises - died months before the hurricanes ever hit - one was paid for by FEMA because the liberal died from the stress of reading about the history of hurricanes (or some such garbage excuse).
In other words - watch for all the rats to come scurring out of the sewers for this!

The federal government plans to dole out debit cards worth $2,000 each to victims of Hurricane Katrina, The Associated Press has learned.
The unprecedented cash card program initially will benefit stranded people who have been moved to rescue centers such as the Houston Astrodome. The program was outlined by Homeland Security Department officials in a conference call with state leaders Wednesday morning, according to a governor and another state official who spoke on condition of anonymity because the program had not been publicly announced.
The cards would be used to buy food, transportation, gas, and other things the displaced people need, Homeland Security officials told state leaders, according to an official who participated in the call and spoke on the condition of anonymity.

First thing, I wonder how they're going to give the cards ONLY to evacuees? IE....suppose I went down there and said I was an evacuee, that I lost everything.?
Not that people would do that or anything ;).
Here's my summary, this will work in 95% of the cases. I'm thinking most of those evacuees have some sort of identification. The other 5% will be waste, abused, bureaucratic errors.
Computers do amazing things. Hell I could have a program up to handle this in no time.
It'll work.

The federal government plans to begin doling out debit cards worth $2,000 each to adult victims of Hurricane Katrina, The Associated Press has learned.
Homeland Security Department Secretary Michael Chertoff descibed the plan in a conference call with state officials Wednesday morning. The unprecedented cash card program initially will benefit stranded people who have been moved to major rescue centers such as the Houston Astrodome.
"They are going to start issuing debit cards, $2,000 per adult, today at the Astrodome," said Kathy Walt, a spokeswoman for Texas Gov. Rick Perry.
The cards could be used to buy food, transportation, gas and other essentials the displaced people need, according to a state official who was on the call and requested anonymity because the program has not been publicly announced.

A local man here in S.D. has been picking up victims in private jets, bringing them here, taking them to Wal-Mart and then checking them into hotels until some decision is made about whether they can ever reinhabit New Orleans. Two plane-fulls so far, they're expecting 600 families. I guess this isn't much different, except they won't have a "minder" who might frown upon a new TV as a purchase.
Some of the displaced residents are mad about this proposal because they haven't found a way for the displaced drug dealers to accept the debit cards yet. George Bush hasn't acted fast enough on this issue either.
China will make out like a bandit on all this spending for Chicom-manufactured goods sold at K-Mart, Target, Wal-Mart, etc. (The Chinese word for "crisis" also means "opportunity.")
