Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation for the low-lying city, which is prone to flooding.

Most neighborhoods have storm warning sirens that sound and police cars with sirens to get peoples attention and PA systems on the cars to issue instructions. They are told to do so by dispatch and its leaders.

It doesn't matter, the President should have done more. Open up military bases, personally fly those people out, not make tax cuts for the rich........ what? Thanks Jesse Jackson. By the way, what have you done for 'your people' lately?

the mayor was busy with his lawyers saturday - worried about his liabilities if he were to issue a mandate for evacuation.

That's an easy one. The buses could have been moved to the Superdome area which was apparently on higher ground.

If there was a disaster plan (I'm certain that our tax dollars helped pay for one, and I don't live in LA) that should have been addressed in it. This was hardly an unforseeable circumstance.

I just heard Jim Rogers [a New Orleans resident at one time] say on Fox that the Board of Levees in New Orleans have used their funds to purchase a casino, purchase some kind of Marina, boats, and condos.

And a fountain. Don't forget the fountain.

 Despite a price tag that has swelled more than $500,000 beyond original estimates, the Orleans Levee Board has given the green light to a plan to replace the Mardi Gras Fountain and rehabilitate the park that rings the once-popular Lakefront attraction.

 In May, the board approved a $1.9 million budget for the restoration, which will feature a 600-foot plaza north of the fountain between Lakeshore Drive and the Lake Pontchartrain sea wall.

 Following several design changes, the board later agreed to spend $2.32 million on the project. But Broadmoor's bid, the lowest of four received by the board, came in at $2.43 million.

 Board members unanimously approved the appropriation Dec. 17, saying that the $110,000 increase wasn't significant enough to scuttle an idea that's been on the drawing board for more than a decade.

 Though flood protection remains the top priority for the cash-strapped agency, officials say they cannot ignore other responsibilities, including maintenance of property they have jurisdiction over along the lake.

 Board members also have argued that improvements to the area, one of the city's major tourist destinations, will be more than aesthetic.

 For example, they say the plaza, made of patterned concrete and supported by pilings, will address long-standing erosion problems along the water's edge, where constant pounding by waves has crumbled sidewalks and made it difficult for grass to grow.

 Money for the design and construction is coming from a capital projects fund supported by a dedicated 6-mill property tax approved by New Orleans voters in 1983. The tax generates more than $6 million a year for the board.

The Gov and Mayor did not do their job before and after.

The Federal gov and the President are and did do their jobs.

And no amount of CNN, or DNC political hacks can change the facts.

With that many buses available...... they could have gotten everyone out had they started Saturday IF they had a plan in place....setting up prior "safe housing" elsewhere in the State or in Texas. Even if they were going as far as Houston or Dallas, they'd have had time to fill them up 3 times. It's maddening.

My biggest frustration on the school bus issue... was that the drivers (had they been asked) would have known where even the most remote and poor children/families lived .....sounded the alarm and helped evacuate..... in plenty of time. IMHO

They see everything as an opportunity to bash bush.

If they go out and eat 3 been burritos, they blame their gas on bush.

It's like they think if they keep blaming bush, they'll cost him a third term.

By my count, there are about 210 buses in this picture. At 60 riders per bus, that's over 12,000 people who didn't have to stay in New Orleans.

If this event is to be properly evaluated, countless lessons learned need to be applied. No question the local governments failed ... thousands are dead. NO was not destroyed by a natural disaster. It was destroyed through improper management and supervision. AT ALL LEVELS. The District Commander of the Army Corps of Engineers has many questions to answer on why he should not be Relieved for Cause and Courts Martialed. After the emergency was declared by the President on Saturday, what actions did he take? He KNEW the levees would not hold. What assets were sent to the city on Sunday to help save the city? What "Warning Orders" to which engineer units were issued SATURDAY? If none were issued, WHY? The President declared an Emergency. After the levee was breached, REPAIRS STOPPED at night. WHY?

Liberalism is fueled by emotion. When you see pictures of children dying, people don't want to hear about what President Bush was or was not authorized to do at the time.

Now when things have settled and cooler heads prevail, then maybe they will see the light. Now the moonbats will never come around. I'm referring more to the conservatives who are blasting the President. There's no hope for the moonbats.

And he helped how?

Did he send in the national guard to go house by house to make sure everyone left? Did He send in military trucks or civilian buses to move the poor and sick?

The mayor order the evacuation and then left those with no way to leave sit in their homes to die .

Anyone can order anything, that is different than doing something .

This initial disaster lays in the hands of that Mayor and Governor , but from day two it is Bushes
