CRAWFORD, Texas - President Bush declared a state of emergency in Louisiana on Saturday because of the approach of Hurricane Katrina and his spokesman urged residents along the coast to heed authorities' advice to evacuate.Bush, vacationing at his ranch, was being regularly updated about the storm, which is expected to hit land early Monday, White House spokesman Scott McClellan said.
Officials from the Federal Emergency Management Agency continue to coordinate with state authorities in Florida, Mississippi, Louisiana and Alabama, and have prepositioned supplies in areas expected to be affected, he said.
The president's emergency declaration authorizes the FEMA to coordinate all disaster relief efforts and to provide appropriate assistance in a number of Louisiana parishes, or counties.
Authorities told residents of low-lying coastal communities to head for higher ground. The storm was expected to strengthen as it crosses the Gulf of Mexico and could become a Category 4 hurricane with wind of at least 131 mph.
"We urge residents in the areas that could be impacted to follow the recommendations of local authorities," McClellan said.

It's not acceptable. If ever my personal safety is put in the hands of the federal goverment, I will do everything to escape the clutches of this incompetence.

I ain't an expert, but we're in the middle of the height of hurricane season(Aug/Sept), once we get into October the risk of a major hurricane goes way down.
The very shape of the dome protected it from the wind.
While there was some peeling of the outer cover that allowed leaks, there was not a monumental structural failure.
And he just said that was UNacceptable!!
The man has a job to do without worrying about which pretty words he chooses.
- We can invade and conquer a country faster than we can get water to people on a bridege in F#ing Louisiana!
- No leadership in the governor's office either!
-We have THOUSANDS of helicopters, transport aircraft and inflatable boats NOT BEING USED!
-Send them in with forward air controllers to assign airspace. Palletize the water and food loads and drop them in while you get the boats in for rescue operations.
Let the Sheriff's Department deputize veterans and order all officers to SHOOT the looters who get anything other than food and water.

Maybe sanity will prevail?
Some idiot yesterday said that they couldn't depend on Bush to do anything and saying how OTHER people were down there with chainsaws, cleaning up. This prompted me to forcefully explain that going down there with a chainsaw is not the president's JOB and then outlining exactly what IS his job in this situation and explaining that he IS doing his job as far as is Constitutionally possible.
I don't know who showed up and what happened with Congress yesterday. They did pass some kind of emergency spending relief bill.
I can see why the presiden't isn't pleased. Chertoff or the guy who followed him to the podium the other day was saying something completely different about martial law and how it gets declared.
I don't know which one is correct anymore.
The mayor's incompetent and is hiding.
He should be kicked to the curb. This is no time to be fighting over jurisdiction when people are dying in the streets.
Bush should go down there, put somebody in charge and tell everybody else (including the governor) to get the hell out of the way.
You can't manage something like this by committee or consensus. There's no time.
And the local government officials like the Mayor of NO and Governor of Louisiana are doing a bang-up job!
I agree with your post. But this has become a federalized operation with Homeland Security involved.
And they've failed, imo. I think the president thinks they have failed too.
Of course it is not the President's main, only or most important job, but it is the most visible; he is, literally, the face of the government, and in terms of public accountability, the buck stops with him. Fair or unfair, that's the way it is.
It is useful, often, to try to anticipate what the other guys are going to say, and to have a response ready. This is all I am advising the President to do. It is never useful, however, to bury your head in the sand.
But of course!
It's ever so much easier to blame him than to blame those responsible - like Hizzoner the Mayor, or Little Kathie Blanco - why heavens! She might cry!
