There's never been a hurricane in New Orleans where folks were without power for more than a day or two. People there are accustomed to leaving town, driving up to Hattiesburg or Jackson, for a day or two, then driving home to clean up the downed trees and resume a normal life.

Nothing in their past experience prepared anyone for this.

(The uncharitable might even add that some degree of common-sense was lacking, but I'll save that for another time)

There's an article about New Orleans' disaster planning in today's Philadelphia Inquirer that made me nearly throw up. An LSU professor who was on the panel that drew up the last plan said that there was NO PLAN for the evacuation of 100,000 poor, old, and infirm people who they knew would not be able to get out of the city by car before a catastrophic hurricane. He said every time that question came up it was met with silence. Another expert said it would have taken a minimum of 72 hours to get all those people out of the city by bus. New Orleans would have had to start evacuating on Thursday, or Friday at the latest, putting the folks on buses. (Note: Katrina was still a Category 3 storm on Thursday.) And a large number of them would have been sick, and frial, and had babies and young children in tow, all needing extraordinary assistance wherever they were being taken. Clearly, nobody there wanted to even think about that, but plenty of people knew it would be a huge problem if a catastrophic hurricane occurred.

Right. And not all of our trolls are liberals, stealth or out in the open. Some are "l" libertatians who ate still peeved Buchannon lost and want Tancredo in. They bash the president using the EXACT SAME WORDS as the DNC. Lately, the DNC has begun using their stance on immigration problems, LOL. The libs is RESPONSIBLE for most of the illegals cominmg across and they're allied with the lib(ertarian)s. Not all Libertarians are like that, but FR has a vocal population of them since it started.

And when Rudy put the bunker above ground instead of below ground he got tremendous criticism. Didn't matter what anyone did, if you have an R you get criticism and blame.

I have personally heard people blame him for Bldg. 7 collapsing.

Rudy dared to store diesel fuel there.

The way I learned game theory, "class" isn't very helpful against cheats and crooks. "Too much class" even worse. Meanwhile the NO mayor is saying "Excuse my French - everybody in America - but I am pissed." (See thread below.)

Seems to me there is some type of battle going on between local or state government and FEMA. I can just see a power struggle going on between the scenes. I know how these things work, it's just a huge battle of egos.

I think you might be right. Things sure aren't working the way they should. I know there are obstacles, but honestly, it's water and some looters. It's not terrorists with a nuclear bomb.

I've heard so many conflicting things that I don't know who to believe anymore.

And why didn't FEMA airdrop water and food to victims? Why didn't they airdrop insulin on the hospitals that need it?

This is really an out of control situation and I don't see anyone emerging yet to take charge and coordinate relief efforts.

The face of four Florida hurricanes, all hitting the state within months of each other, with massive damage and huge logistical issues, was Jeb Bush. He had a plan, he executed it. Jeb knew what he was doing.

Nobody here does. Brown is a follower, not a leader.

Blanco and Nagin are completely worthless in a situation like this.

The leadership vacuum is obvious.

Where were the warehouses of backup generators in NO?

Why weren't the emergency chief there and the mayor ready with evacuation PLANS as soon as the news of the hurricane's path was evident?

Where were the orders to shoot at and put fear into looters made early on?

Where were the buses they knew would be needed kept at the ready...ie buses on loan from other towns...school buses etc....?

Why weren't the LOCAL ELECTED OFFICIALS out there EVERYDAY....DAYS before the storm stating that EVERYONE needs to leave...setting up stations for those without transportation to call.

I don't understand....I know hindsight is 20-20...but WHY did our President have to CALL the governor and mayor, two days before this storm and ask them to make a mandatory evacuation?

And why didn't they do it immediately and NOT WAIT until the DAY BEFORE?

I dunno........but ANYONE who accuses the Feds....who have been mobilized to HELP...but have had to leave hundreds of operations in the dust BECAUSE they are being SHOT AT...geeeez.

What........people want unarmed FEMA workers, volunteers, military delivering food in helicopters to TAKE BULLETS while they are helping?

I think the mayor and blanck knew their populations...which they had done nothing about...and were AFRAID of the very scenario we see unfolding...and that is WHY they took no action...hoping the STORM would miss them.

That's what the administration guy said last night -- that only Congress could declare martial law. And yes, it doesn't bother me that it's Congress and not the president who can declare it.

Problem is -- does Congress fully understand what a big problem this is?
