IIRC, they did. Most damning to Nagin is the rule on 72 hrs evac notice after declaration of emergency. Nagin the Wise gave them 18 hours.

Declaring Martial Law and authorization of deadly force would have quelled this long ago. As others have tried to point out to you (talk about blind!) there is a telling difference in the other victim locations' better result, when following the plan.

Sure there's a plan. ONE STATE, ONE MUNICIPALITY, refused to follow the plan. That's the Fed's fault? That shows the "plan" doesn't work? The plan will only work if it is worked.

Bottom line: NO and the state stewardship of NO has failed in a real and criminal way to provide safety and shelter to the citizens.

Again...yes and no... Yes, they expected them to fail and were propping them up, but no...they didn't expect them to do so Monday night. There is a difference.

If they truly expected those levees to fail, then the plan would have been different... Don't go to the Superdome to ride out a hurricane... go to Texas and get a new life because NO will be dead in the morning.

....there was another time in southern CA I believe called Whatts (sp) but I can't remember the date. Or maybe that was at the same time as the Rodney King episode. Brain is getting foggy as I age.

Yeah. No doubt many communities have experienced this kind of thing. It's interesting how many run for office for their own aggrandizement rather than for service of the State. Times like this point out such deficiencies in our system, but no doubt even if we had a competent tyrant at the top we wouldn't be doing any better overall.

There have been two Homeland Security press briefings this week which make it pretty clear why the military cannot, by law, operate within the United States, in a law enforcement function, unless martial law is declared. National Guard and Coast Guard do not fall within that law and can operate with law enforcement.

Thank you for explaining this, Peach. Many people do not understand the situation and hopefully they have learned something today.

I am as frustrated as you are, and if there is one thing I imagine you and I would agree on, it would be that the pres is right that the results are inadequate. I expect the results to become much better now, merely because the plan is beginning to be properly applied.

The President does not have the power to declare Martial Law. This declaration has to come from Congress. Hopefully they will do so soon now that they are having an emergency session.

The engineers do their thing and the politicians don't always listen to them. Emergency management, which is unfortunately close to politics, should be more in touch with engineering than they are.

It was just stated on Fox by a Government official of some capacity, I wish I got his name, the levee that broke, was only engineered, secure enough for a Category 3. They knew this.

On Sunday people were predicting that if a category 4 or 5 hits direct New Orleans might be wiped out.

The local/State blew it. More people should have been evacuated. There should have been some type of emergency plan.

I disagree. The plan was to huddle people into an inadequate Superdome? Without a security presence there? The plan was to let looters loot? The plan was to move them after a couple of days to the Astrodome? The astrodome isn't taking new guests, last I heard.

It's clear that the state and local officials were not prepared and obviously not qualified to deal with this situation.

All the planning and details that should have been worked out years ago are now being performed on the fly by outsiders while people are dying in the streets of a major city.

NO is famous for it's carefree attitude, also it's corruption and incompetence. They have known for years of the potential disaster from flooding and chose to laugh it off.

It is painful to see people suffering and dying. But it is important to remember that it is a function of what was neglected in the past and not of how well our best people are trying to deal with it in the present.

No, that isn't what I said. Please don't put your own spin on my words.

I am stating that the most obvious chink to ME in HS, is incompetant leadership at certain levels. Ex. Blanco. There isn't really anything HS could have done to address that according to our laws. That law needs to be under strong consideration for change. HS needs to be able to come in and take over rather than wait on politicians that aren't equipped to deal with this size of destruction.

There are other areas that can bear correction, but to ME, this is the obvious problem that has allowed new orleans to spin so out of control. That needs to be corrected immediately.

Afterwards, of course, we do also have to consider how to boost communication levels when phone lines are done, get help to people when entire cities are under water, etc...there is a lot of room for improvement to figure out how to improve response. I would consider mandatory evacuations, rather then voluntary. Forcefully expelling people rather then giving a choice.

I do acknowledge many rooms for improvement, just deny it's complete failure on the basis of one city that it strikes me is in chaos due more to incompetance in leadership then HS response.
