28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

Nothing works fine when you've got a government like Lousiana voted for itself.

That's certainly a very big part of this. I think Bush has had to take control of one damned thing after another before anything started to get done.

Part of the job of FEMA's chief administrator is keeping the press busy so everyone else can do their job. Think about that.

Barbour has a job for life in MS, IMHO. So does the AL Gov.

No one is going to blame Bush for an act of God or its effects. The American people are reasonable people.

The left makes this mistake over and over while the right always worry's needlessly that the next liberal spin will work.

Maybe with a more accurate, on the ground frame of reference, if the President was angry with FEMA, he may see what they are dealing with.

IOW, FEMA can only work with what they have and NO did not give them anything to work with.


It has to come back to local. NO is an example of what can go wrong (everything!) if disaster planning is not a major issue for each locaility.

I can't find the exact article now.

There are a ton of articles that Google turns up about how the Sierra Club and the other environazi groups have worked to block the Corps with regard to levees, though.

Google something like "Corps Sierra Club levee 1998" and expanded variations and you'll see tons of articles - many by the groups themselves in their proudly crowing newsletters about how they have been fighting to keep the swamps.

Get it through your skull: it is illegal for President Bush to usurp the clear authority of the governor in this situation, and use the U.S. military for law enforcement - that includes the Coast Guard.

If you don't like that, press Congress to change the Constitution, and the law.

You are over-simplifying. Lawyers can disagree about the precise extent but there is a very strong argument that the president has the inherent constitutional authority to employ federal military force to stop insurrections such as we have seen. The Posse Comitatus act limits the use of the military (actually only part of it) but it contains exceptions, and many legal experts believe that the president's inherent constitutional authority goes beyond even those exceptions.
