Mayor Ray Nagin said that 200 people were stranded on rooftops in the Lower Ninth Ward and several bodies are floating in the water in the Bywater neighborhood and in Eastover.
Nagin made the announcement in his first press briefing after Hurricane Katrina slammed just east of the city, but did plenty of devastation to New Orleans.
Nagin said that the 200 stranded people included 20 police officers who were riding out the storm at their homes in preparation to take over shifts from other officers. He said that boats would be dispatched on rescue missions later in the afternoon.
Mayor Nagin issued a "boil water" recommendation for water in the city - except for Algiers and the CBD due to a water main line break that may have compromised the water.
Nagin said at least 20 buildings in the city had collapsed and that it might be 48 hours before residents would be allowed back to their homes to assess the damage.

I hear what you're saying, and I'll even stipulate that the Constitution does not authorize those types of expenditures.
That said, is this the issue we want to choose as a case in point? When there are so many other more egregious uses of taxpayer funds?

New Orleans is a major port for entry and exit of crude oil, agricultural crops and all other sorts of goods. A huge percentage of our nation's domestic crude oil production and gasoline refining capacity lies in the Gulf, as does a major portion of our chemical manufacturing industry. Do you propose that the government just do nothing to try and get that back on line again, working with the industrial interests in the region? Are you willing to let farmers in the midwest face financial ruin because they can't get their crops to market? Are you willing to pay a lot more for gasoline and other goods due to the disruption of the refining and distribution system?
I agree. What next? evacuate areas with blizzards? evacuate areas which have tornadoes? Evacuate anyplace that has earthquakes?
People forget huricans can affect ALL the USA.
One of the MAJOR reasons that damage has decreased is that building requirements have been increased. For example in South FL the woodchip based plywood can not be used for making homes. Concrete block construction is mandatory.
One of the reasons power went out was that FPL decided to curtail tree trimming because the TREEHUGGERS were complaining about the asthetics vs functional trimming.
You remind me of that idiot preacher who, at a funeral eulogy, told the family that the deceased was a no-good drunken lout who would burn in Hell, and then couldn't fathom why they family beat the crap out of him.
Neither one of us know exactly who is floating. But I thought I would let you know, people with certain jobs get designated to stay during natural disasters. EMT, doctors, Nurses, Firemen....any profession that is deamed a first responder.
Funny thing is, we never receive ORDERS to stay. We just do. And show up and roll up our sleeves.
Unfortunately, some end up not making it through the natural disaster. And it is because they have sympathy for those that need them.
Keep that in mind when you aren't showing sympathy.

I said we might consider areas not fit for dwellings, hospitals, hotels - unless the owners themselves want to be responsible for all repairs yearly, all rescues. The federal government does not tax people to provide coastal repairs yearly when "some" in the population "choose" to live there.
How would you feel if Exxon had the government pay yearly for damage to all the offshore rigs in the Gulf? Why should the taxpayer pay for damage done to hotels? Why not the hotel owners paying for it, why not Exxon paying for the rigs (which they do).
Hurricanes will happen and like another poster mentioned barrier reefs have a purpose and that purpose is to protect the coast rather than provide vacation resorts.
