He's right in this case. This kind of murder must be stopped within the system. We must overcome the evil this way for several reasons... first and most importantly is that our system of government, while not perfect by any means, has championed individual liberty for more than 200 years. We cannot allow it to fall to the kill them all crowd.

Terri must be saved and evaluated by real professionals outside of Greer and Michael's influence. This situation is the keystone in the arch of our Republic. The actions both sides take over the next few days will determine whether the arch is strong enough to stand or whether it will fall.
