The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

That could be the pitiful lament we hear from negligent U.S. officials if Al Qaeda pulls off an attack on the United States using weapons of mass destruction smuggled across our southern frontier.

Were that horrendous event to happen, leaders in the administration and Congress would be justly hit with the same question that was perhaps unjustly cast at them and their predecessors after the unprecedented Sept. 11, 2001, terrorist attacks: Why didn't they connect the dots?

Sorry to hear.

Until I read up on 1918, I did not realize that unlike most flus, the most vulnerable tended to be the strongest and healthiest (20 to 40).

We are overdue for the natural event.

The prospect of a manmade one makes the eventuality of some type of pandemic even more likely.

My point is that we do not have a century or a generation to fight this war, but just a matter of years. I have no idea what the actual mortality rate of this flu truly is. No one does. That was why I included the different links (chicken littles and cooler heads alike). But my point was to focus on a potentially imminent scenario, not a flu strain. I was making a point about manufactured bioweapons in general, not natural flu pandemics in particular.

There is no doubt that:

1) Active bioweapons programs have been underway in terrorist states for decades.
2) Mortality rates are engineered to be, at times, even higher than 70%.
3) These agents were weaponized.
4) Some may have been transferred already (anthrax for one).

We should be as concerned over Iran and North Korea's covert bio programs as we are over their nukes, because they too could be transferred to terrorists at some point.

If you do not mind it being traced back to your country, then you put something obviously engineered on top of a missile in bomblets encased in a warhead as the Soviets did in the 70s and 80s. (Or simultaneous launches from offshore barges on cruise missiles or drones).

If you do not want it traced, you have to disperse it covertly and make it seem naturally occuring - - something like the West Nile vector.

They are strategic weapons designed to be used far away from the attacker's civilian populations. Our strategy should be less patient and more urgent. We cannot play defense on this one. A plane gets past us and we have a tragedy. A nuke gets past us and we have a historic catastrophe. A bioweapon engineereed to overcome our defenses would be apocalyptic. And they exist.

Whether a naturally occuring flu pandemic occurs this winter is somewhat beside the point.

I can't pull up the reference right now, but I recall hearing that the West Nile that is now endemic to North American is genetically similar to the one floating around Israel. The North American/Israel versions are different from the form endemic to most of Africa. It certainly suggests the possibility of a deliberately engineered and deployed virus.

As to the idea of using a WP on a covert op, you ever see one of these go off?? I don't think of a 'WP' and 'covert' in the same thought sequence.

No, I don't necessarly think so. Plenty of anti-semitism left in Europe, particularly Germany. Nazism may be outlawed in Germany, but that does nothing to the inbred mindset of some.

Wouldn't it make more sense if it was just a flare for the sake of being a flare for an intended drop (people or device?) that was foiled? Or for a covert training op from Ft. Eustace?

That is part of my initial thoughts. However, to pop a flare is to draw attention to one's presence therefore why would one have one to begin with if the plan is to be covert or relying upon stealth.

Bioweapons are older than nuclear weapons. They are not something that we've just awakened to. Same for more 'natural' flu. A decade or so ago it was the Hong Kong flu that was to devistate the world - yet we survived. Every year there is a strange virus that appears and is going to affect millions. There is a degree that awareness and research are necessary. On the other hand, there is a lot of what I see as scare mongering as it is a vehicle for more money. The problem for most bioweapons is that once you release them, you are at almost as much risk as your target. Not much reason to try to rule the world if you are dead due to your own virus.
