Bush is leading in Ohio by 102,000 votes. If this margins holds than Kerry will have no choice but try and be a gentleman and spare this country. Bush has won both the EV and popular vote.
At 92% counted, Bush had a 50,000 vote lead in Florida in 2000. By the time they got to 99%, it was down to 1,000.

Go to Ohio's Election Site. I'm not seeing that many ballots issued. Their site says only 36K.

It came from Carl Cameron (I believe) from the dems. So, first, this 250k is bogus. Secondly, whatever # of provisional ballots are out there, what % are valid. By the time that is all weeded out, Kerry would have to take 100% of them to win.
