XXXXX DRUDGE REPORT XXXXX TUE NOV 02, 2004 09:06:35 ET XXXXX

UPDATE: VOTES 'FOUND ON MACHINES' IN PHILLY BEFORE POLLS OPEN

Before voting even began in Philadelphia -- Republican poll watchers believed they found nearly 2000 votes already planted on machines scattered in heavy-minority locations throughout the city.

Republican poll watchers claim:

One incident occurred at the SALVATION ARMY, 2601 N. 11th St., Philadelphia, Pa: Ward 37, division 8.

Pollwatchers uncovered 4 machines with planted votes; one with over 200 and one with nearly 500...

A second location, 1901 W. Girard Ave., Berean Institute, Philadelphia, Pa, had 300+ votes already on 2 machines at start of day.

ANOTHER INCIDENT: 292 votes on machine at start of day; WARD/DIVISION: 7/7: ADDRESS: 122 W. Erie Ave., Roberto Clemente School, Philadelphia, Pa..

ANOTHER: 456 votes on machine at start of day; WARD/DIVISION: 12/3; ADDRESS: 5657 Chew Ave., storefront, Philadelphia, Pa...

The Kerry Campaign says reports of votes already on machines are 'false.'

"Serious news will not appear first on the DRUDGE gossip website," senior Kerry adviser Joe Lockhart told reporters.

Officially, election officials explain the discrepancy is being caused by a number showing how many times various machines have been used.

But officials could not explain why used machines in other locations were reportedly 'clean.'

Elsewhere, a gun was purposely made visible to scare poll watchers at Ward 30, division 11, at 905 S. 20th St., Grand Court. Police were called and quickly surrounded the location...

Voting machines are so incredibly 19th century. Optically scanned paper is easily machine counted and easily recounted by hand. There is one ballot box per precinct, and everyone, including the voters, can see how many votes have been cast.

Except for the democrat counties in South Florida, which are using touch screen machines, Florida will have a clean election.

It is possible that the machines weren't zeroed out. Did Philadelphia have early voting?

There is no early voting in Pennsylvania.

It's time for entire cities, counties, and states, to be thrown out of the race for questionable voting practices.

In a democracy it is important for people to vote and have that vote counted, it is even more important that every one vote only once and actually exist.

Just what the hell can we do about this?

One or two machines? Maybe. Just maybe an error.

Scattered machines through many precincts? Each with several hundred?

WHY AREN'T THEY (the repubbies supposedly in charge) SENDING THESE PEOPLE TO JAIL?

You bet it was. The republicans know the tricks...besides Karl Rove has enlisted 1.5 million young Republicans in all the battleground states who are extremely sharp on watch. These teams are every where.

even 90% turnout in a PA precinct is ridiculous (probaby 15-20% of voter on the rolls shouldn't; I did a walk the vote and their were a good number of people on the voter rolls that moved, were deceased, or the address didn't exist) ... because PA does a horrendous job of cleaning up the voter roles. Many dead people left on the roles and people who moved (especially out of state).

How the hell can Bruce Springsteen be the Frank Sinatra of Brokaw's generation?

Brokaw is nearly sixty five years old. When he was high school, Elvis had just hit it big and the Beatles were nearly ten years off.

By the time Springsteen put out his first album, Brokaw was in his thirties.

This sounds like an old man trying to be what he thinks is cool with the kids.

This is unusual because a candidate can then get more votes than are shown on the TOTAL VOTER counter.

There have been instances in the past where the people who set up the machines (not the poll workers) set the counter for the candidate they are opposing to lose ~100 to 200 votes.

This is accomplished by not resetting all the counters to ZERO. If the counter is four digits, for example, it will reset to ZERO after counting 9999. The attendant sets the counter to 9800 or 9900. Then the first 200 or 100 voters will bring the counter to ZERO and those votes will be lost.

There are also other examples!

The Philly DA went even further: "unsubstantiated" claims of voter fraud will be considered evidence of voter "suppression" - individuals observed making these "unsubstantiated" claims will be arrested and prosecuted. And Philadelphia officials will be present in force "observing" to stop voter "suppression".

Because I'm feeling jittery today, I went to the "other site" (Dirty Underpants) and found out that in less than a dozen posts, they were already blaming Karl Rove! LOLOLOLOLOL! As a side note, even they believe the votes are for sKerry, just to make him look bad and set up a challenge for the results. It is just TOO funny!

Given that they used a relatively small number on numerous machines, they could be rather confident that they wouldn't go over the total number of registrations in a precinct. You can pad votes with machines that way -- but you can only do it a little on each machine. But as close as Pennsylvania is -- an extra thousand or two in Philly could turn the tide.
