The Kerry/Edwards campaign and the Democratic National Committee are advising election operatives to declare voter intimidation -- even if none exists, the DRUDGE REPORT can reveal.
A 66-page mobilization plan to be issued by the Kerry/Edwards campaign and the Democratic National Committee states: "If no signs of intimidation techniques have emerged yet, launch a 'pre-emptive strike.'"

The provocative Dem battle plan is to be distributed in dozens of states, the DRUDGE REPORT has learned.
One top DNC official confirmed the manual's authenticity, but claimed the notion of crying wolf on any voter intimidation is "absurd."
"We all know the Republicans are going to try to steal the election by scaring people and confusing people," the top DNC source explained.

The tinfoiler in me sees this and all election conflicts as a part of a bigger plan to undermine the democratic process world wide. Carter, a clear elitist socialist, and the UN trot around the globe justifying elections. Relatively clean ones (like Afganastan and US elections) are challenged to the highest levels, yet they remain silent on clear shams.
The end game for the One World Order folks is to take the vote away from the common man since its such a fraudulent process, and allow the wise caring elitists (AKA liberals)make democratic choices. Afterall, liberals only intend the best for their common man. With the levers of power and taxation locked up, true OWO would be accomplished.
Not possible you say? Hey, some on this site have even called for a 'test' to qualify for a vote. If the Liberals set the 'test' who do you think they will screen it towards except similarly minded and 'wise' individuals. "Heartless" neanderthal conservatives would clearly lack the intelligence to vote. Do you think its an accident that Reagan and Bush are both assumed to be idiot, puppets by liberals.

My personal opinion is that even some of the Democrats are becoming so disillusioned with their party's underhanded tactics that they are "outing" them. Examples: the Halpern memo hand to come from an insider, same probably happened with Drudge's acquiring of this memo.
It almost blew up in 2000. If this one's close, rest assured, it's going to be worse.
Fortunately, it's not going to be close.

I'm still skeptical and wouldn't put it past an unnamed "top DNC official" to just lie to Drudge (though that does seem a little far-fetched). anyway, I'd like to see the whole thing not just one page.
