The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

ATLANTA (CNN) -- As more than one billion Muslims prepare to celebrate Ramadan, terror experts are mixed about whether the holy month is a tool for recruiting terrorists.

Some terrorism experts and Islamic scholars say Ramadan gives extremists an opportunity to enlist new recruits.

"It's a time which can be exploited by radical clerics to motivate individuals into taking action on the basis they are somehow serving their religion," says terror expert M.J. Gohel.

And analysts see another temptation for terrorists: exploiting the Battle of Badr, a symbolic date in Muslim history, which falls near the U.S. presidential election.

The thing that hit me yesterday was his renewed attempts at tying all his anger to the Arab/Israeli conflict. This was especially pronounced in his reference to Lebanon.

With the illness of Arafat, we are reminded that there is no one set to take his spot. I wonder if UBL is trying to make it known that he would be willing to take over in that struggle.

September 11th 2001 was a Tuesday. If they're going to strike on election day it will have to be early to affect the outcome and yet not too early for the polls to have opened on the west coast. The WTC was struck at around 8:30am, but that was still 5:30am in California. I'm thinking around ooooh........Noon-ish.

CAIRO, Egypt -- Osama bin Laden's videotape clearly targets American voters days before an extraordinarily tight presidential election, but also courts another constituency -- young Arabs frustrated and disenchanted but not committed to radical Islam.

Al-Qaida's leader already has extremists on his side, who made it clear in their remarks posted Saturday on Islamic Web sites that they were elated to see him looking healthy and in control of the cause.

But analysts say he is trying to broaden his base and that his words were chosen for more secular young Muslims as well as Americans.

In the tape, parts of which were aired Friday by the Arabic television network Al-Jazeera, bin Laden dropped the usual religious rhetoric and historical references in favor of plain language.

And he pointed to Israeli aggression as his inspiration for the Sept. 11 attacks on New York and Washington. U.S. policy in the Israeli-Palestinian issue drives frustration among many Arabs, from moderates to radicals.

Trying to broaden his base

He struck a tone that was almost conciliatory -- though tinged with threat, telling the American people only four days before the election between President Bush and Sen. John Kerry that he wanted to explain why he ordered the Sept. 11 attacks so Americans can act to prevent a similar strike. Stop harming Muslims, he said, and an attack will be averted.

''Your security is not in the hands of Kerry, Bush or al-Qaida. Your security is in your own hands,'' bin Laden said. ''Americans' security is bound to the policy they adopt regardless of the winner.''

The Bush administration left the terror threat level unchanged Saturday, despite warning state and local officials that the bin Laden video may portend a new terrorist attack. ''We don't have to go to [code level] orange to take action in response either to these tapes or just general action to improve security around the country,'' Homeland Security Secretary Tom Ridge said.

Ridge urged Americans to vote in Tuesday's elections without undue concern.

Wants mainstream status

Bin Laden's language, tone and explanation are out of character with his past, vehement remarks. Analysts warn he's not a changed man, just changing with circumstances. Lebanese writer and political analyst Saad Mehyo pointed to bin Laden's ''new look'' and said the tape reflected a ''high degree of sophistication.''

Bin Laden and his followers ''are showing a degree of maturity and development in order to bring their cause into the mainstream of [Arab-Islamic] causes,'' he said.

''He no longer needs to talk and address devout Muslims, they already support him,'' said Abdel Rahim Ali, an expert on radical Islamic groups.

This might be merely a ridiculous coincidence, but did anyone happen to notice that the breaking news of the new terror tape which states that the new attack will "dwarf" 9/11 just happened to coincide with another breaking news item about a new species of ancient "dwarf" human beings that had just been discovered? Sounds like a codeword for something to me.

Hey I just thought of something, if the tape says "elected GW Bush" as in past tense, could the tape have been released earlier than it was intended? This is all very odd and strange, as this one was not sent to Al Jezzera.

This particular tape seems more like someone who supports Kerry's election to try to affect the election. Given that the guy is hooded, he talks with an American accent, and the CIA is wavering on authentication,
I think this is an American pretending to be an arab doing this.

There are fanatics on both sides of the political struggle and it is true that Al-Qaeda plans larger strikes than 9/11, but this tape kind of smells to me.

was going along on the same thought, but it mentions the 9-11 commission report among other things in the last couple of months. I also thought it could have been 6 months old, remember the guy who staged one in California? But because of the report mentioned, it had to have been more recent. I also thought of Al-Jazeera, considering this apparently came from Pakistan, or was delivered to. It most likely is nothing(I Hope) but to put fear into the minds of Americans during an Election, whoever is behind it is just an idiot. I hate the fact that FEAR is playing into an election.....

Here is my opinion: Because this tape is/was made in Pakistan, or obtained from there, that it is connected to Al-Qaeda, as well as a production company etc., I can't help thinking that this is coming from the Intelligence Services--I.S.I in Pakistan as well as the C.I.A, both of which are most likely the same entity. Take a quote about the I.S.I, just for a little background for those who don't know, about what kind of organization the I.S.I really is:

That was taken from this website. Just replace ISI with CIA and it will describe them both perfectly. In pre-9/11, fact by Indian Intelligence said that Mohammed Atta was sponsored by ISI Chief. Not only that, the ISI Chief at the time was visiting some Intelligence Officials in the United States at about 9/11.

This new terror tape that is being witheld is a psychological operation for the American people. Not only that, it may just as well foreshadow what is brewing for the next operation by Al-Qaeda, an organizational front for the CIA/ISI/Mossad.

The guy speaking in the video probably doesn't really know who he's working for when he was trained in those Alqaeda camps.

Why are they holding the tape back? They should release it anyway. At least post it somewhere on the internet so that the internet community can verify for themselves what this tape is. They are probably holding it back because of the information it provides, too many clues which make paths into terroritories the CIA would not want us knowing about.

Now onto speculating what attack could rival 9-11,
think infrastructure here, something that affects many, but is concentrated enough to attack.
My guess is a coordinated attack on some petrol/chem plants near a large population, not to blow them up, (as the noxious stuff would burn away and be lifted up into the air) but to simply release these toxins into a cloud of creeping death like that that happened in Bhopal India when the dow chem factory accident occured and killed several thousand.
Simply take out a few of these around one city, and repeat this in several cities at the same time, and you could wipe out thousands and tie up resources very quickly...soundl like "winds of black death" if you did this at night....lots of people sleeping, unaware of toxic fumes seeping over/thru neighborhoods, until it was too late....plus then we'd be "silently" grieving as many of these victims wouldnt be apparent right away, just lists of missing people and quiet house to house searching for them, unlike fire trucks loudly racing to a burning/collapsng skyscraper....and thousands running and screaming away.

You coulddo this far cheaper than trying to build and sneak a nuke into a city...all youd need is a few guns to kill the guards quickly, a good respirator and rubber suit to keep you alive long enough to release enough toxins, and a couple of dozen fanatics to carry out the plan.

Much like 9-11 did, they will use our own tools against us.
But this is just my guess.

There is a whole division of the CIA devoted entirely to shooting or creating video footage, and no I don't think it is all for training videos.

ABC is not going to air this tape until after the election because they are concerned with political implications. This is the biggest crock of crap I have ever heard only a couple of days after they said

No, but from the looks of it and that little clip they just showed, this looks Heavily Produced, It is nowhere near any other video that has been released, this already is raising a huge question in my head.

He sounds like an English speaker who is either trying to affect an accent, or who has spent significant time recently with Middle Eastern-accented English speakers.
There's certain "clipping" to some of his words, but it's inconsistent, especially when he yelled.
He sounds midwestern to my ear.

Edit: and I'm willing to bet money that Trick's "question" raised is that it was produced by the CIA.

Every single video I have reviewed, did not have the quality and resolution that this one provided, and also used a shadow box around the lens. This, to me, and I am not an Expert, Looks like it was done with some very hi-tech Gear. I know you can produce some very high quality Video and images from just standard equipment, but this looks Too Good. Something is not sitting right. I also know that uploading and converting will take away quality, but again I just do not know, I wish we could get a copy of the whole thing.

According to the Post, Ross and other ABC staffers said they believe that a Bush administration official leaked the existence of the videotape to Internet gossip Matt Drudge as a way of pressuring the network into airing the tape. Drudge discussed the tape on his Web site Wednesday; FOX News also reported on the existence of the tape.

CNN is reporting that the CIA cannot authenticate the tape. Remember the hostage hoax video made not so long ago. Maybe this is a similar "prank", who knows.

The CIA DID Authenticate the tape, and now they are backing away from that Authentication. I think perhaps they are noticing some inconsistencies with other tapes from As-Sahab. Course that's just my personal opinion.

Is bin laden tape authentic?

I have the usual questions.
Having studied how accurate complete
video fabrications can be, especially with
the computing resources of for example
the NSA making it, I always question
these kind of tapes that appear with
such coincidental timing.

So..

1. How was the tape received?
2. What was the original format? ( PAL, VHS, other)
3. What organization authenticated the tape?
4. Was the original physical tape authenticated,
or a copy?
5. Who translated it?
6. Is the translation accurate?
7. Exactly how was the tape "authenticated"?
(Only the original physical copy could allow true
authentication that it was analog recorded, and
not digitally fabricated then made into an analog
recording).
8. What brand machine was it recorded on ?(different
machines leave various artifacts that can be analyzed)
9. What was the second unbiased organization to verify
the results of the first analysis? (Was there one? Was the
original analysis done by an unbiased party?)
10. Why is none of the above information readily
available, if it is a legitimate tape?

I have more questions, but you get the idea. These are all
questions that need to be answered before ANY talk about
the contents of the tape can be rationally discussed, because false tapes have been made before (that we know about and admitted to be "authority" in this country.. although responsibility for them has never been proven).
