...and the rest of the hostage takers are interspersed through the city, I presume?
I would get those bombers airborne, strap on a tactical nuke, make a few passes over the Chechen "capital", and let these terrorists decide the fate of their people.

I agree. Make it clear that actions like this will result in overwhelming and excessive force. You can fight out military but if you go after kids we will take out you entire city. The gloves must come off.

I agree - but it will not work.
Then the tactic is kidnap children so that an attack will be made on a city leading to war in an area. Sort of like creating war between the tribes or religious groups.
