CNN played the coordinator feed live for the ballon drop. We heard:
"Go balloons! Go balloons!"
"More balloons! Where the hell are the balloons?"
"I want more balloons, God Dammit!"
"What the f*ck are you guys doing up there?!"
The way an operation like this works is that there are teams that cover specific aspects of a big production like this, i.e., electricity, lighting, sound reinforcement, projection tv screen, seating, etc. I'm talking about stuff that doesn't directly relate to television, just the live audience. Usually, things like electricity, lighting, sound reinforcement etc., are handled by the house stagehands and electricians - and are usually *union jobs.* Don't touch a cable a union electrician is supposed to pull for you or your show might have a terrible "accident" at the worst possible moment. In any event, the stage director is the guy that calls for things like lightshows, music feeds, and ...... balloons. All of the people responsible for those jobs are on a giant intercom system with multiple channels. CNN must have pulled a feed from their intercom system and piped it into their own audio system. The guy who's really in trouble over this is the CNN audio person who wasn't at his station monitoring the final mixed feed and CNN master control who should have potted down the feed when the guy started getting ticked off. Of course, none of this surprises me since CNN runs on Intern-Power instead of highly paid professionals :)

The Carter non-balloon drop provided the best line of the 1980 DNC - "Forget the hostages, he can't even free the balloons" said one wag down on the floor. The campaign went downhill from there. Thanks be to God.
Cnn actually suprised me. I tuned in after not watching Scary Kerry and they had more balance then Fox. They had Rnc head Ed Galapsie(spelling) right after the speech to give the other side.
Yes, it is easy. It's even easier for the FCC to dismiss your complaint, which is what they are going to do because the event did not occur on broadcast television. You pay for CNN, and specifically requested it to be in your home. CNN does not need an FCC license to operate. There is nothing the FCC can or will do about this.
(The FCC would be loathe to do anything about this even if it occurred on a broadcast network, because it happened in the context of a legitimate live news event. News programming is given far more latitude than entertainment programming, due to the First Amendment.)

WABC radio guys, Batchelor and guests finally heard the news.......evidently saw it on Drudge and commented on the fiasco. However, they were VERY careful not to use the word as they are regulated.
