that would assume there was no communications with the outside, which would be a very risky assumption.
There's no way to sneak in paratroopers in a crisis.

Could it have been a "fake" alarm called in to attemp to disrupt the event? Some protestors were giving instructions on how to wreak havoc, etc.

I have been listening to the scanner feed from Boston....now, this is just the general Boston PD DNC channel...they mentioned the building once, and asked if USSS was going to clear the roof.
They arent really talking about it in the clear.
They are however ordering a Mobile Field Force to some area to clear out a crowd (60 officers) somewhere.

with the right equippment and a high enough start-point you can glide a long ways from the aircraft.
