Isn't it against the law to yell fire in a crowded theatre? Does this same law apply to those would incite panic and endanger the public in a time of war? Maybe these types of actions should be considered an act of terrorism in a time of war.

If they decoy a bomb sniffing dog from it's actual purpose .... this is terrorism designed to allow the true or real bomb to go unnoticed.
Thus this is murderous terrorism. This group is advocating murder of American citizens. I think it would be ok to shoot these people on sight.
In fact I advocate shooting anarchists by any true citizen. Sounds like fun actually.
