Threat Matrix: Daily Terror Threat - Thread 5
CNN ^ | March 12, 2004

WASHINGTON (CNN) -- This week's deadly train bombings in Spain will not lead to a rise in the U.S. color-coded terror threat alert system, a Department of Homeland Security spokesman said Friday.

"Based on the current intelligence, we have no specific indicators that terrorist groups are considering such an attack in the U.S. in the near term," said department spokesman Brian Roehrkasse.

I'm beginning to think they watch too many movies. There was a movie on one of the HBO's last week, Executive Decision which was based on all of this -- using an airliner as a biological weapon; flying into the belly of the eagle, etc. The movie was made late 90's, I think. Some of that script is just word for word some of that which I've seen on these threads and message boards

"I also wonder if this has anything to do with the refinery threat."

Anyone remember where that guard in Texas was shot or supposedly shot himself? Was that near any of the refineries supposedly being threatened or is it a general threat to all the refineries?

Thanks for the references. I didn't know about the sample tests online. My Extra Class study manual just arrived in the mail yesterday. I haven't studied anything since taking my Advanced class exams in 1978. Just for kicks, I tried the online Extra class exam. I'm at 70% with no study. I got hammered on some of the new allocations and rules. Time to hit the books and upgrade!

The ability to dump a trunk with 2600 Hz SF supervision tone went out the door with the advent of SS7 out-of-band signaling. The transition started in the early 80s. I doubt that these old techniques would work anywhere other than a 3rd world country today.

I'm trying to catch up with all of you. So many things happened yesterday. The mainstream news has no further info about the 95 incident- the frontpage news focuses on fires.

Is there any further information about the NYC area?

I did see that Jill's site has quite a bit of new information.

Credit-Card Skimming Rings Target Gasoline Stations

March 19, 2004

CAPE CORAL, FL -- A suspected credit-card skimming ring in Florida used a fleet of pickup trucks with hidden homemade fuel tanks, holding as much as 450 gallons of fuel, to turn their stolen cards into cash. Investigators are especially concerned because they said the homemade fuel tanks are old, rusting and leaking, and could potentially cause fatal accidents.

In Florida and other parts of the country, the thieves trade the motor fuel in an underground market, according to the Orlando Sentinel. Gasoline, with its high prices and no serial numbers, is an ideal way to convert stolen cards to cash, said investigators say.

Since late last month, a dozen arrests have been made in the continuing investigation of the ring. The suspects also used the cards to purchase jewelry, appliances, food and other goods, but gasoline was the main item used to raise cash, according to investigators.

The Sentinel reports that the U.S. Secret Service--which investigates credit-card fraud--has been working with the Florida Department of Law Enforcement, credit-card companies and service-station operators across the state to try to curb the purchase of large amounts of fuel by skimmers.

Florida and California are the prime areas for this type of scam, said Jim Smith, president of the Florida Petroleum Marketers and Convenience Store Association. Because merchants who use remote credit-card machines, such as those on gas pumps, generally are not entitled to reimbursements from credit-card fraud, Smith estimated Florida gas-station owners have lost millions to credit-card skimmers.

Increasingly, credit-card and identity theft have become the crimes of choice nationwide for many thieves because the risk of arrest and the criminal penalties for convictions generally have been less than for drug trafficking or violent crime, states the Sentinel. However, the paper notes that the penalties are becoming more severe for such crimes as lawmakers become more aware of the economic toll and the growing threats to public safety.

High-tech gas heist stings carwashes, baffles police - September 2001 Carwash.com

More than 31,000 gallons of gasoline have been stolen from carwashes and gas stations in recent months, the first thefts of this kind in California, the San Diego Union-Tribune reported.

In almost every case, someone drives a tanker truck into a station, fastens a hose to an underground tank and siphons 5,000 or more gallons, for a loss of $10,000 each time.

“It would take somebody really sophisticated to realize they are taking gas – not putting it in,” says Yogesh Mody, from Body Beautiful Car Wash and the Mobil station in Mission Valley, which lost 5,700 gallons in a June 29 theft.

Police have no suspects or leads, but they believe that the same person, someone with knowledge of underground storage tanks, carried out the thefts.

The stations hit so far have nearby freeway access and are closed for a period at night. Thieves normally spend about 45 minutes to an hour pulling the gas out but don’t pump the tank dry, according to police. Most of the stolen regular unleaded gas is believed to be sold locally, but no one knows who is buying it.

Gas-Station Credit-Card Skimming Rings Are Recipe for Fiery Catastrophe - 3/25/2004 Carwash.com

By Wes Smith, The Orlando Sentinel, Fla.

Knight Ridder/Tribune Business News -

Mar. 17--CAPE CORAL, Fla. - They gassed up to cash in, but a suspected credit-card-skimming ring in the Fort Myers area posed a far greater threat to public safety than typical identity-theft operations, investigators said.

The suspects used a fleet of pickups with hidden homemade fuel tanks that were old, rusting and leaking, according to investigators. The tanks held as much as 450 gallons of fuel, making the trucks the equivalent of "Hindenburgs on wheels," one officer said.

"It's a catastrophe waiting to happen," said Al Williams, instructor supervisor at the Florida State Fire College in Ocala. "Gasoline is basically as volatile as dynamite, and if one of those pickups hit a school bus, the flames would engulf the bus and entrap everyone inside it."

Credit-card thieves need a way to convert their stolen cards into cash. In Florida and elsewhere, they increasingly are doing that by trading in an underground market for motor fuel purchased with fraudulent cards, police say.

"Gas is expensive. Everybody needs it. And it has no serial numbers," said Doug Sprotte, an assistant state attorney in Lee County.

The leaking metal tanks used by the Fort Myers suspects were not properly vented, nor were the drivers trained to transport hazardous material, making the 11 vehicles used by the skimmers especially dangerous, explosives experts said.

Since late last month, 12 arrests have been made in the continuing investigation into the ring, which authorities described as the largest uncovered in the area. Based on surveillance, taped conversations and other information, investigators estimate the thieves were taking in more than $20,000 a week.

The suspects were using the credit-card numbers to purchase jewelry, appliances, food and other goods. But topping their tanks at service stations was their primary method for cashing in, investigators said.

The suspects transported the stolen fuel in tanks that have been welded repeatedly to fix cracks and leaks, investigators said. In similar operations elsewhere, skimmers used rubber bladders, 55-gallon plastic drums and metal toolboxes to carry fuel.

There have been no reports in Central Florida of major skimmer rings trading in large volumes of gasoline, according to a spokesman for the Orange County Sheriff's Office. But Special Agent William Sims with the U.S. Secret Service in Miami said similar skimmer operations have raised concerns in South Florida.

The Secret Service, which investigates credit-card fraud, has been working with the Florida Department of Law Enforcement, credit-card companies and service-station operators across the state to find ways to curb the purchase of large amounts of fuel by the skimmers, said Jim Smith, president of the Florida Petroleum Marketers and Convenience Store Association.

"Right now California and Florida seem to be the prime areas for this," he said.

For gas-station and convenience-store owners, it is a financial issue, too. Unlike credit-card holders, merchants who use remote credit-card machines, such as those on gas pumps, generally are not entitled to reimbursement from credit-card fraud.

Gas-station owners in Florida have already lost millions to credit-card skimmers, Smith estimated. He said that one credit-card company reportedly had $500,000 in fraudulent fuel purchases just in South Florida in the past year.

The thieves avoid detection by blocking the view of station attendants with other vehicles, by switching credit cards repeatedly while filling their tanks and other methods, Smith said. Some gas stations have begun requiring customers to get clearance inside from an attendant before their pumps are turned on, he said.

With fuel prices reaching record highs, it is likely that thieves will be stealing more diesel and gasoline. That means more of their volatile cargo will be on the road unless the theft is curtailed.

"They wouldn't be doing this if they didn't have customers," Smith said. "They are selling it to every Joe Six-pack on the street."

It also is easy for thieves to pull into a marina or truck stop and offer fuel for a dollar a gallon or so, Smith said.

"The money saved on diesel fuel might make the difference between a truck driver making or not making his truck payment," Smith said. "People make decisions based on need, but ultimately . . . they've got to know that diesel fuel doesn't arrive in a Ford Econoline van."

The suspected Fort Myers ring was broken up after a seven-month investigation that included Cape Coral police, the economic-crime unit of the Lee County State Attorney's Office, deputy sheriffs from three surrounding counties, EPA investigators, Secret Service agents and postal inspectors.

Early on the morning of Feb. 28, the investigators staged a series of raids on the homes of suspected ring members, arresting nine people. Three more have been charged since.

In the North Fort Myers back yard of one of those charged, investigators found a 1,000-gallon fuel-storage tank. Three other fuel tanks capable of holding a total of 3,800 gallons were found at property owned by other suspects.

Investigators said they also found several computerized "credit card factories" in suspects' homes. In addition, authorities have seized blank credit cards, lists of stolen credit-card numbers, 12 pickups, more than $14,000 in cash and high-quality fake identification cards.

Restaurant employees in Fort Myers-area tourist spots were recruited and paid $25 for each customer credit card they skimmed, according to court records. At least one waiter cooperated in the investigation that led to the recent arrests, records show.

Those arrested have been charged with more than 465 counts of racketeering, conspiracy, fraud, and unlawfully transporting and fraudulently obtaining fuel. Investigators said that because none of those arrested was living a luxurious lifestyle, ringleaders might still be at large.

While most of those charged so far are Cuban immigrants from two rural communities on the island, this was a savvy operation, investigators said.

"Most criminals steal a large amount from one source once or twice, but it is far more sophisticated and clever to steal small amounts over a period of time," Lee County's Sprotte said.

Credit-card and identity theft increasingly have become the crimes of choice nationwide for many street-level thieves because the risk of arrest and the criminal penalties for convictions have generally been less than for drug trafficking or violent crime.

But that, too, is changing as lawmakers become more aware of the economic toll and the growing threats to public safety. If convicted, some of the Fort Myers suspects could now face from 12 years to life in prison, Sprotte said.

"The Legislature in Florida is aware that they have to deal with this, and they made a good start last July in altering the existing identity-theft statutes so that we now have minimum mandatory sentences," the prosecutor said. "If the case is handled correctly, the penalties can be stiff."

Chuckle-Those machine translations are difficult to try to figure out. Sometimes I can guess; other times I have no idea what they are saying.

At this point, I tend to scan them for names of particular countries and also cities. I also scan them for anything sounding like bio/chem/nuclear. I think they give alot away with their "Jakel" images.

What worries me is often- they threaten/mention a country- and there is a subsequent attack.

First I thought that was a missile; looked closer and now I'm wondering if it's a bullet.

Aside: Has it been posted further up on the thread that scuba divers attempted an attack on an Israeli settlement?

Jordanian prince in WWIII warning

By Lucy Williamson
BBC Middle East reporter

Prince Hassan urged the world community to "sort out the cards again"
Prince Hassan of Jordan has said he fears a third world war is erupting in the Middle East.
Speaking to BBC's Radio Four, he said it was an "extremely depressing" time.

Extremist voices in the region were rising, and not only individuals but states were taking the law into their own hands, the prince said.

He was speaking after a week in which Israel assassinated the spritual leader of Palestinian militant group Hamas, Sheikh Ahmed Yassin.

'Spillover fears'

The prince said he feared the violence currently marking Israeli-Palestinian relations would spread to other countries in the region.

It is such a hotch-potch at the present time that I'm afraid the making of a third world war are actually taking place in front of our very eyes

Prince Hassan
"I'm afraid we'll see spillover into hostilities with Lebanon; already Hezbollah is bombing in the north," Prince Hassan said.

"A spillover into hostilities with Syria... and of course Iran is still very much on the axis of evil."

What the situation needed, he said, was an Arab intermediary, and for the international community to focus not just on security, but also a longer-term dialogue.

'Versailles for the Middle East'

On a wider scale, he said recent events in Madrid showed that centrist forces worldwide were under threat.

He added that to stand any chance of progress in the Middle East, the international community needed to be clear about the different reasons for their involvement in the region.

Sheikh Yassin's assassination triggered calls to revenge against Israel

"We have to sort out the cards again - the war on terror, the question of Palestine, the question of Iraq, the question of Afghanistan, WMD (weapons of mass destruction), Iran.

"It is such a hotch-potch at the present time that I'm afraid the making of a third world war is actually taking place in front of our very eyes."

The prince made his comments on the eve of the 25th anniversary of the Egyptian-Israeli peace agreement, and just days before a planned Arab summit in Tunis.

He called on all those involved in that part of the world to form a conference, saying what the region needed was "a Versailles for the Middle East".

"Do You Yahoo? Al-Qaeda Does!"

It's time to launch an all out publicity blitz against Yahoo – one of the leading internet purveyors of terror – and embarrass the heck out of them.

There is no better name for such a campaign than the one thought of by terror researcher Johnathan Galt. In a recent e-mail he suggested the phrase, "Do You Yahoo? Al-Qaeda Does!"

For example. Global Islamic Media (http://groups.yahoo.com/group/globalislamicmedia ), with almost 6,000 members at last count, is one of Yahoo many groups devoted to propagating Muslim  murder, mayhem and madness.

As Galt commented in a recent e-mail, Global Islamic Media "is regarded by the world's terrorism experts and the news media as the ‘official voice of al-Qaeda.' The next attacks are discussed daily on Yahoo (several months in advance). Global Islamic Media published in December 8 2003 a more explicit threat, which hinted at the possibility of an attack against Spain outside of Iraq. After the attacks occur, they are celebrated at this group."

It is becoming quite evident that the Yahoo abuse department so called does not enforce its acceptable use policy (http://docs.yahoo.com/info/terms ). With that in mind, it's time we let Yahoo officials know we are sick and tired of their company's laissez-faire attitude toward terrorism and we're not going to take it any more. You can contact Yahoo–and I urge you to do so quickly –  by going to http://add.yahoo.com/fast/help/us/groups/cgi_abuse .

In addition, write a letter to the editor of your local newspaper, call in radio talk shows, contact your U.S. congressional representative or senator and let them know what's going on with Yahoo. Ask them to investigate.

Another anti-American terror purveyor is the Almuhajiroun Yahoo group (http://groups.yahoo.com/group/almuhajiroun_uk/ ). Posts are more than a little incendiary in their vitriol.

Almuhajiroun is a part of radical Islamic cleric Omar Bakri Muhammad's London-based organization.

One recent post was headlined "Terrorism the Fashion of the 21st Century" (http://groups.yahoo.com/group/almuhajiroun_uk/message/108 ). Commenting on a verse in the Koran the post writer said "In this verse, Allaah ... clearly informs us that he will terrorize and strike terror into the hearts of the disbelievers i.e. the non-Muslims ... Therefore, it is inevitable for the non-Muslims to live in fear and tremor, as they associate with Allaah false gods that cannot benefit them or prevent harm from reaching them. They worship their desires, the law of the land, idols, priests, rabbis etc. And due to this great crime, Allaah ... vows to terrorize them."

Justifying recent acts of Islamic terrorism the writer commented, "Allaah orders the believers to terrorize ...  the enemies of Allaah and our enemies, by preparing as much artillery, power and weapons as possible ...  Allaah is directly ordering us to use terrorism against the aggressors and enemies of Allaah, all praises are for him."

The writer explained that there are two types of terrorism. "One that is praised by almighty Allaah ... one that is dispraised and worthy of severe punishment in this life and the hereafter. Violence is also of two, one that is pro-life and one that is against life. Violence against aggressors, oppressors and tyrants is pro-life, whereas violence initiated (such as that by the US and  UK in Afghanistan and in Iraq) against young women, children and the elderly is against life."

Lambasting the United States, the United Kingdom and their allies the writer said that the activities of those countries are "indeed aggression, crime, corruption and tyranny – worthy of severe punishment and disgrace by almighty Allaah, due to it being directed at people who have sanctity for their lives, wealth and property (i.e. Muslims). Whereas the terrorism used by the Mujaahideen is the praised, exalted and blessed form of terrorism due to it being against people who have no sanctity for their lives, who support aggressors and tyrants and spread corruption and evil on the earth. Furthermore, it is in response to the command of Allaah, who orders the believers to terrorize His ... enemies."

The writer commented that Muslims should not be afraid of being called "terrorists, fundamentalists or extremists "because it is true; we are terrorists as Allah commands us to use terrorism ... it is just part of the disbeliever's propaganda against Islam and Muslims, which was also used against the messenger Muhammad (saw) and his companions; who were labeled as terrorists, extremists, magicians, liars and sorcerers"

Another post makes the Islamic hatred against both Israel and the Jews very clear (http://groups.yahoo.com/group/almuhajiroun_uk/message/109 ).

Beginning with the words "The existence of the State of Israel has long been a thorn in the side of the Muslim Ummah," the post concludes,

"We hereby reject the intervention of the UN or any other party in order to establish peace in Palestine, we reject the proposals made by either the Israeli government or the illegitimate PLO and declare that the verdict from Islam is to continue fighting the occupiers until every inch of Muslim land is returned and the honor of the Muslims is restored. The Oslo Accord, the Wye river memorandum and any visits by Colin Powell or any other cronies of George Bush have no significance whatsoever, because there can be no negotiations with those occupying Muslim land.

"Oh Muslims! It is time for us to realize that the only way for salvation is to remove these apostate rulers from our lands who act as a hindrance to our progress, to replace the existing system of governance with (Islamic) law and order ...  so that subservience is to Allah ...  exclusively. The very notion of accepting a Jewish entity on Muslim land is a violation of Islam and a recognition of blasphemy."

This group's stated claim (http://groups.yahoo.com/group/almuhajiroun_uk ) is to "to embrace Islam as a spiritual and political belief, culminating in the objective of establishing the Khilafah i.e. the Islamic State, implementing Islam as the law and order."

But who is Muhammad? Well, in addition to being a prominent radical Muslim with suspected ties to al Qaida he was born in Aleppo, Syria, in 1958 and grew up in a wealthy Muslim family, becoming a serious student of Islam and the Koran. He received his B.A. in Shari'ah and the foundations of Islamic law from Shari'ah University in Damascus, obtaining a master's degree in Islamic jurisprudence from the University of Al-Imam Al-U'zaie in Beirut.

According to the Middle East Media Research Institute http://memri.org/bin/articles.cgi?Page=archives&Area=ia&ID=IA7301 , Muhammad portrays himself as being the spokesman for bin Laden's International Islamic Front for Jihad against Jews and Crusaders and according to MEMRI has admitted that the organization raises funds for the Hamas, the Islamic Jihad, and is "in touch" with the Hizbullah.

According to MEMRI, Muhammad has lived in London since 1985 and preaches at a number of London mosques. He also routinely presents himself as a spokesman for the International Islamic Front, which he describes as being the political wing of bin Laden's Islamic Front for Jihad against Jews and Crusaders.

Not surprisingly, Muhammad has no problem with airplane hijackings, according to MEMRI at one time reportedly telling an Egyptian newsweekly:

"The Islamic movement has the right to sacrifice whoever it sees fit. The rule is that (Muslim) children, women, and the weak should not be a goal except in one situation: if it is difficult to win without sacrificing them. So, if hijackers find (Muslim) women, and children and elderly people on a (hijacked) plane, they should set them free except if the goal of the hijackers is to free women, children, and elderly people held prisoners in countries. In this case, they can be kept, because the blood of Muslims is equal (to others blood), but they can sacrifice foreigners on the plane... and if you study Sharia you will know that. The fedya (ransom) of a Muslim is 12,000 dirhams, while that of a Dhimmi (i.e. a Christian or a Jew under Muslim rule) is 4,000 dirhams."

So here's the question. What you have just read describes the activities of just two Yahoo terror groups. There are many more. Why won't Yahoo at least enforce its own terms of service? Could it be that there is more of a terror connection than is immediately apparent? It's time we found out and you can play a very important part in helping find the answer and quite possibly helping prevent the loss of many innocent lives.

Until then, just keep in mind when you "Yahoo," that you're keeping company with al Qaeda!

Cindy-

On the other hand, these sites can give us advance warning of their terror plans. (They just can't refrain from bragging about their planned exploits)

For example, from one of the sites you list, comes this tidbit from the "religion of peace":

Furthermore, Allaah (swt) says in the Qur’aan: “Prepare against them (disbelievers) all you can of power, including steeds of war (tanks, planes, missiles, artillery, weapons of mass destruction etc.) to terrorise the enemy of Allaah and your enemy.” (EMQ Al-Anfaal, 8: 60)

In this verse, Allaah orders the believers to terrorise (turhiboun) the enemies of Allaah and our enemies, by preparing as much artillery, power and weapons as possible. In this verse, Allaah is directly ordering us to use terrorism against the aggressors and enemies of Allaah, all praises are for him.

The acts of violence by the Mujaahideen against the enemies of Allaah in places such as New York, Washington, Bali, Turkey, Riyaad and Madrid are indeed acts of Terrorism (Al-Irhaab), and those who carry out such violence are definitely terrorists. Likewise, the acts of violence committed by the US, UK and coalition forces in areas such as Afghanistan, Filisteen (Palestine), Sheeshan (Chechnya), ‘Iraaq, Kashmir etc…

I've copied this from a post Sean provided today regarding the AQ nukes:

It should be obvious that, with the Russian mafia supporting al Qaeda, and "former" KGB officers acting as advisors, and "former" spetsnaz commandos hired to deliver WMD attacks, that the information is coming from Russia. Bodansky states that his information is from Russian intelligence as well as certain Arab intelligence services.

The Russians themselves have put this information out. They have directed the disinformation campaign from the beginning, and it runs through the Western media, through the Western intelligence services as it is swallowed whole.

The Islamic thinker issued reports indicating the inquiries of the North Atlantic Treaty and the Zionist inquiries revealed that America has reached a decision that is the most severe in terms of seriousness in modern history, since the use of two nuclear bombs against the two Japanese cities of Hiroshima and Nagasaki. He will proceed with the use of the nuclear weapon against Islamic states if 'was proved' that 'terrorists' they participated in, assisted in, or had knowledge of an attack on an American or European city by a nuclear weapon or a biological weapon.

And the reports mentioned that if an attack case killed thousands of Americans or the Europeans through the work of 'a terrorist', the atom bomb or an Anthrax are used, for example and eliminates a city entirely, the American answer will be nuclear, and instant without the taking by the consideration the civilians in those countries.

Nuclear experts from the atomic energy agency in Vienna estimate that a nuclear attack of a capital is like Cairo or Damascus for example would kill a quarter of a million persons immediately, and doubled that number would have extreme physical damages in addition to the destruction of 60% of its buildings and the precipitation of the radiation fallout in its atmospheres and its effect throughout tens of kilometres for for the next 15 and 20 years

The dangerous reports quoted American officials as saying: We possess thousands of nuclear warheads not for the sake of the watching of them, but for the sake of the use of some of it in case the exposure of our country and our citizens to a non traditional weapons attack kills many of our citizens.

The officials said: the previous politics is in the cold war with the use of nuclear arsenal for preventing Russia from the use of its arsenal has ended and been replaced with a new strategic dogma she the use of our arsenal is this if we are exposed to a non natural work in the middle of our house .... Or our interests are around the world .

And on the same subject, the Zionist reports confirmed that it not is in front of 'Israel' like America any choice is except the use of its nuclear weapons against Arab or Islamic capitals in case its exposure to a work ' a terrorist ' by the weapons of mass destruction ... Because the non instant answer in case an occurrence that against the city of Israeli ' ' he will expose ' Israel ' entirely for the destruction, and not there in ' Israel ' a single official can the endurance of these disasters without the issuing of the orders of the nuclear hitting .

Scott Ritter the nuclear weapons inspector in Iraq has warned in a statement to a newspaper [the Gulf] article published yesterday that America can use the nuclear weapon against the Arabs after she returned the formation of its nuclear politics where he became with its ability the use of the nuclear weapons is in an anticipative way

It sounds to me like they are laying the groundwork for a pre-emptive nuclear strike of their own on the US or Europe. They are attempting to justify the pre-emptive use of nukes against us with the Islamic population.

Of course we know the Islamic bomb is actually a Russian loose nuke. Regardless of the origin of the weapons, it will be if used by these Jihadists an Islamic Bomb. Despite all potential protests by TFPers the vast majority of people will believe it was a weapon detonated by islamic terrorists. The case will be made that the work of Pakistani nuke scientist Khan enabled al-Qaeda to build the device they detonate.

"They are attempting to justify the pre-emptive use of nukes against us with the Islamic population."

Sean's comment is consistent with lengthy justifications I've seen on other forums, as well.

I recall they also tried to justify their use of WMD by stating that even though it would damage future generations and some Muslims, the end justified the means.

I just don't see why Russia would even think they needed to "justify" anything they did. Especially to the Islamic nations. Maybe to China, and Britian.
