It sounds to me like they are laying the groundwork for a pre-emptive nuclear strike of their own on the US or Europe. They are attempting to justify the pre-emptive use of nukes against us with the Islamic population.

Of course we know the Islamic bomb is actually a Russian loose nuke. Regardless of the origin of the weapons, it will be if used by these Jihadists an Islamic Bomb.
