“Operating” is probably a broader catch-all not exclusive to driving a motor vehicle, is my guess. A drunk person on an e-scooter who is creating a disturbance in busy parking lot when nabbed by the cops, for example.

What happened to DUI?
Varies from state to state. Connecticut is DWI (Driving While Intoxicated). Here in Arizona, our dyslexic DMV is MVD. I always know when I get a poorly done Spam or Pop-up/banner Ad when it refers to AZ DMV.
