In a Cryptogram, a single letter always stands for another letter.

(Example: AXYDLBAAXR might translate to LONGFELLOW. This is just an example and does not apply to today’s puzzle.)

45 seconds solved. Not sure the statement is technically true, even though the person quoted is a well-respected. What we can say is that the conclusion is in some sense true, and in another sense false.
