The people of the Soviet Union love to make up stories and tell them amongst each other.
During one of the meetings between Reagan and the Soviets, an American boasts to a Russian that they can enter the Oval Office and tell the US President they dislike his policies. The Russian responds that they can do this also. I can enter the General Secretary’s office in the Kremlin.
