Today, Rep. Eli Crane (R-AZ) introduced the End H-1B Visa Abuse Act of 2026, which would pause the issuance of H-1B visas for three years and implement significant reforms when the program resumes.
Reps. Brian Babin (R-TX), Brandon Gill (R-TX), Paul Gosar (R-AZ), Wesley Hunt (R-TX), Tom McClintock (R-CA), Keith Self (R-TX), and Andy Ogles (R-TN) have signed on as original cosponsors.
Following growing concern about companies turning to foreign labor instead of American workers, Rep. Crane drafted legislation to reset and reform the H-1B system. In addition to the three-year pause, the bill includes reforms such as:
Reducing the annual H-1B cap from 65,000 to 25,000 and eliminating existing exemptions
Replacing the lottery system with a wage-based selection system
Requiring employers to certify they cannot find a qualified American worker and have not conducted layoffs
Setting a minimum H-1B wage of $200,000 per year
Barring H-1B workers from holding multiple jobs and prohibiting third-party staffing agencies from employing them
Disallowing H-1B workers from bringing dependents to the United States
Prohibiting federal agencies from sponsoring or employing nonimmigrant workers
Ending Optional Practical Training (OPT)
Ensuring nonimmigrant visas remain temporary by prohibiting H-1B holders from adjusting status to permanent residency
Requiring nonimmigrants to depart the United States before changing to another nonimmigrant status

We owe it to the American people to prevent the broken H-1B system from boxing them out of jobs they are qualified to perform. The End H-1B Visa Abuse Act of 2026 would provide greater access to employment, strengthen protocols in the visa process, and prioritize the livelihoods of Americans. If you come on an H-1B, you should not have a pathway to citizenship.

Deloitte is the #1 abuser of H1b. It’s H1b work on the single biggest welfare FRAUD...The Deloitte IES Integrated Eligibility System which enrolls recipients in Medicaid, CHPS, SNAP, WIC, TANF,Sec8, LIHEAP, etc in over 25 states, all the big states, both R & D.
Many Deloitte H1b do not understand US (or GA) law & custom. Many Deloitte H1b do not understand IT. The result is big Waste Fraud Abuse in all welfare programs in over half the states and in all the big states.
But Deloitte H1b is only incidental to its FRAUD of Federal & State welfare money.
All great proposals.
Funny how none of this came up until just now before the mid-terms.
But whatever.
There’s one component missing: limiting the number of visas coming from a single country.
In the early ‘90s when this program started, it was mostly Chinese applicants. But within a few years the Indian component vastly outnumbered them - China had something of a native software industry, India had nothing.
But uh...what about the English, French, German, Polish, Ukrainian and even Russian applicants? Almost non-existent - because the Indian employment agencies iced them out, which of course they do to US citizens as well.

Standard line for every predatory nationality. ‘Cept us of course...
cap of $200k a year? why is it not 100k? many Americans don’t even earn 100k working full time.

I really like the $200K wage requirement, the wage based lottery, along with the barring dependents, and prohibition to adjust status to permanent residency. Those four alone would end the abuse.
I had a neighbor a few years ago. Came over on an H1B. Indian, brought wife, both sets of parents, aunts, uncles, etc. 1 H1B lead to about 15 people being let in. His job was nothing special. He was a CPA. Tell me you cant find a CPA in America.
$200K is not the cap, it is the minimum wage.
Crane is one of the best members of Congress. A former Seal he only ran because only wanting to being left alone was no longer working for him. Most of the people who become politicians are the scum of the Earth who only want to hold office for the power it gives them.
My best friend is an attorney and she lives in an area of Metro Atlanta filled with h1b visa Indians. They are taking over the whole area. She and her husband are selling and moving its so bad. Probably only Indians will buy their house.
She says that they come over here on an H1B visa for a job and then immediately start some small business on the side and it brings in more money than the job. Plus their whole family works the business.
But where and how can you find an American CPA with the advanced degree known as the Bachelors, as is required of H-1Bs? </sarcasm>
But U.S. employees do not have the incentive of being required to deport themselves back (to Europe for most of us?) if they do not work out in the eyes of their employers.

Senior people will expect to bring their spouse and children.
H-1Bs should not be allowed to be the root of an ever-expanding ‘family unification’ tree.
