Nuclear weapons and other weapons of mass destruction should be regulated, but after that, no restrictions.
Those are my “modest” restrictions.
Also, if one is not currently in the system (prison or parole), their second amendment rights should not be infringed. If society is worried about them having a weapon, keep them incarcerated.

Privae citizens are prevented from having those weapons by cost. Those rich enough to purchase them will have no legal barrier that is sufficient to stop them.
