The FDA is run by lawyers. What is obvious to a normal person (that dairy products are made of milk) is not to a lawyer.

Foodmakers are co-opting categories of food names...
Example: Peanut butter...Almond Butter...neither has butter(dairy) in it
Oatmeal milk, almond milk...neither has dairy milk in it...
Peeps be so stupid, they might think real butter may not have dairy in it...gotta’ protect them from their poor education .

Sadly the cheese rule came from the 1960s and the milk rule came from the 1940s.
I can not say that they are not getting worse but the FDA has been strange for a very long time now.
Should there be a department to make sure that what is on the label is what you get? Probably. But they have taken their mandate way beyond that into the realm of the truly weird.
