JACKSONVILLE, Fla. — Jacksonville Sheriff T.K. Waters said Monday that the officers in a viral video from a February traffic stop that made the rounds on social media this weekend have been cleared of criminal wrongdoing by the State Attorney’s Office.
However, Waters said that the officers’ actions during the Feb. 19 traffic stop where William McNeil Jr. was arrested are still under an internal review by the Jacksonville Sheriff’s Office.
Body cam video shows McNeil closing his car door after interacting with Officer D. Bowers, the responding officer. In the video, Bowers can be heard telling McNeil to step out of the vehicle as he is under arrest for resisting. Both interactions were not included in the original video posted to social media.
After he was outside of his car, Waters said officers found “a large unsheathed serrated knife on the driver’s side floorboard.”
Waters said McNeil ended up being arrested on charges of resisting an officer without violence, driving on a suspended license, and possession of less than 20 grams of marijuana.
On Feb. 20, McNeil pleaded guilty to and was adjudicated guilty of resisting a police officer without violence and driving on a suspended drivers license.

What a ding dong. He probably would have gotten detained for having a suspended license, and probably would have gotten a slap on the wrist for the marijuana possession. Instead, he’s going to have to get his car fixed AND go to jail for resisting.

When you at the complete video not the edited video that originally was posted, it’s obvious the idiot was setting up the officers to get something on camera he could sue for.
He had a dash camera point at himself; he edited the video to show only parts of what happened and immediately he hired one of the biggest race hustlers in the country as his attorney.
I’ts been my observation that black people refusing to comply with police direction has been a national phenomenon for a while now.
People are getting sick of this behavior......”Black fatigue” is a thing.
And yet he plead guilty.

If Bowers did nothing wrong, why was he stripped of his law enforcement authority?
There’s not enough on the video to make a determination.
Why was he pulled over?
Did the cop offer a reasonable articulable suspicion that a crime was committed?
cop can’t just pull you over or walk up to you and force you to comply. You are not required to produce identification and cannot be detained with reasonable articulable suspicion.
You look suspicious doesn’t count.
A cop was recently fired after doing just that to a kid who was sitting on a bench outside a closed store while waiting for an Uber. He was a store employee and his shift just ended. As the cop was cuffing him the Uber arrived, proving his case, yet the cop still took him to jail.
Most cops are good, some are very bad. Busting out a car window counts in the very bad category.
Most people are good, some are very bad, but being bad doesn’t allow your Constitutional rights to be violated.
1st, 4th, 5th and 9th Amendments are always in play during police interactions.

The last time I was pulled over it was for an expired plate. (It was a fleet car and the fleet agency renewed the registration but never sent the new tab. I knew about it and had already contacted them.)
The trooper identified himself and told me that I was being filmed. I looked at him and said “that’s OK, so are you.”
We both laughed and went on with the process.
Don’t think for one second that Donna Deegan isn’t going to play this up against TK Waters, if I’m not mistaken Waters will be term limited out the next time Deegan comes up for reelection, she probably thinks Waters will be running for Mayor and stands an excellent chance of defeating her.
“Why was he pulled over?” For not having his headlights on in “this inclement weather.” Which is very ironic because in the officer videos none of the five police cars have their headlights on.

I really loved them screaming “put your hands behind your back” when he clearly already has his hands behind his back.

If you watch both videos and the resulting actions, it’s obvious the guy was setting up the cops.

One is very edited, one is from the body camera of the cops.
The guy who got punched had his door opened and but refused a lawful order multiple times to exit his car, then he slammed the door and locked it and would not get out, after smashing the window a large knife was found on the driver’s side floor.
When a person refuses lawful orders multiple times, jumps back into this car and locks it, how does a cop know the person is unarmed or is hiding something in the car.
Bottomline, none of this would have happened if the guy had followed a lawful order.
People need to learn how to deal with the police. You don’t argue with them or raise your voice. If you are stopped by the police politely give them your driver’s license, proof of insurance and registration. If they ask you question then you politely state, “I’m not going to answer any questions without an attorney present.” If they ask to search your vehicle just say No and nothing else. If they give you a ticket then sign it and discuss the issue in court with a judge. If they do arrest then politely comply with their lawful orders. You can get an attorney to argue your case in court not on the side of the road.
The officer claimed he was pulled over for not having his lights turned on in the rain EXCEPT that none of the responding officers had headlights on or windshield wipers on. It was a BS stop. The officer was not looking for a traffic infraction, he was looking for an arrest for something else.
The sheriff saying that he should have taken another route to complain is also BS. Police will investigate themselves and find they did nothing wrong. He could file a lawsuit but no lawyer is going to take a case where there are no substantial damage because there is not going to be a settlement high enough to even pay legal bills.

Busting out a window is a big deal to the non-rich, but in this case the cop kept telling him he would have to bust the window if he didn’t exit, and he told him that many times and over a very long period, many times in many ways, over a persistent argument for the guy to just get out or else the window would be broken.
I was just asking questions.

I agree that he should have complied but this also would not have happened if the officer did not do a complete BS traffic stop. He was stopped for not having headlights on in the rain. Carefully look at all of the police cars on scene. Not one has headlights on nor windshield wipers.
Oh he’s definitely looking for a winning lottery ticket courtesy ofDuval County.....and given the twit we have as mayor he will.
So let’s ponder what would have happened had he exited the vehicle? Would the rest of the encounter have been any different? Or would they still have slammed him to the car or pavement, punched him in the face multiple times, screamed at him to stop resisting and put his hand behind his back when they already were?
I am getting very worried about the direction policing is going in this country. Sure, this guy didn’t comply, but is it possible that the whole stop was unlawful, and therefore everything that happened after was unlawful?
