My guess is that Google is afraid of PDJT destroying them in America, if they do not change it yet, they are also fearful of reaction in the rest of the world, if the do change it.
Google maps is playing games. Gulf of America only appears on accounts in the US, elsewhere it remains Gulf of Mexico.
