Truthfully, none of the above is even #1 IMNSHO. The #1 job should be to do all he legally can to clean up the election process for Federal offices even though it is a State matter. If the States want to keep their own hellhole via their own legislatures, then so be it.
But there has to be things the Trump admin can do in order to clean up these Federal elections. If that doesn’t happen, we may only have a small 2 year window to get all the items on the OP’s list done. I would rather have clean as possible elections with more “red years” than just the 2 we just earned.
