The United States will provide more than $1 billion in humanitarian aid for people displaced by drought or conflict in 31 African countries, US President Joe Biden said in Angola Tuesday.
The assistance would address food insecurity and other urgent needs of refugees, internally displaced persons and affected communities in 31 African countries, a statement from the United States Agency for International Development (USAID) added.
"Today, I'm announcing over $1 billion of new humanitarian support for Africans displaced from homes by historic droughts," Biden said in an address in the Angolan capital Luanda, where he arrived late Monday for his first visit to sub-Saharan Africa as president.

It seems odd he’s in Africa handing out foreign aid money, when he’s out the door very soon.
A new Congress and President will be in office soon.
Is he making promises he knows he can’t keep because he will be gone? Is any of this legally binding on the Trump administration?
Anyone with an IQ of over 8 knows that the people that need the help in Africa won’t get a dime. biden will get his 10% kickback regardless.

You have to admit - his future will be an interesting one. He will have the money that was arranged in return for his stepping off the ticket this year. He will not get the usual book deal, and he will not get much speaking engagement revenue, post-presidency. He will either pardon himself, or Trump will pardon him - so no prison time, but lots of time in front of Grand Juries, and Congressional Committees. Where he will drool on the microphone.
