Upon finding this to be true, there should be mass firings, all the way up to the SecNavy. This should have been caught & remedied by several layers of inspection.
No way a ship should be commissioned in this situation.
“Knowingly”? Did someone confess? If they know it was deliberate, then they must know who, when, & why & their possible connections to terrorism.

My first thought is corner cutting on the part of the welder(s) involved. I am wondering what the motivation was - are the welders paid by the weld? Or perhaps they are paid by the inch? Or is there a productivity bonus of some kind? Or a minimum productivity goal to be met?
Otherwise we are talking about intentional sabotage.

In my experience on tanks and fighting vehicles ballistic welders are highly trained and certified. Each & every one, even DEI hires, knows a good weld from a bad one, ditto for the inspectors. I suspect the Navy welders are the same. One or two bad welds could be the result of having a bad day or a problem with faulty equipment...but not at the same facility on 20-something ships/subs over several months.
With you on waiting for more information, especially for the reason you cite on the multiple types of welds and other variables. I have welded in the construction industry yet shipbuilding is another animal entirely. Also, a lot of these welds are probably done automatically rather than with a welder under a hood as we normally think of it when someone says “welding”. Yet, the automation machine processes still require a qualified human to set up & another to inspect the work.
I’d think on a sub they’d most likely do that.
There *should* be a record of who did the welds and when.

Why would anyone be the least bit surprised?
Forests, airlines, ships, food processing facilities, and chemical/petrol plants have been under attack for several years...
Sole sourcing supply chains has been the bane of many manufacturing entities over the years. Regulatory capture is another, of course.
Documentation of work and inspections should be clear and fully investigated. I expect the story will come to incompetence followed by some "blind eyes" whether paid or unpaid.
The only thing I can think of to cause that many faulty welds would be the use of the wrong rods or filler material.That wouldn’t show up on xrays or even the inspector looking at it. That wouldn’t be the welders fault or it is possible the filler material was substandard, not to specs and possibly mislabeled by manufacturer, maybe even on purpose so they say knowingly but they do not mention who knew.
