I’d say government assistance but after having been FORCED to sign up for Medicare, I would exempt that and the Social Security payments we get from what we put in don’t fit either.
But welfare? Absolutely.
State investigators tend not to find things they don't want to find.
So the seven were not registered to vote. How does that prove there are no illegals on the voting rolls?
“Non-citizens” cannot also be ‘voters’ in American politics.

Pretty ambiguous statement. Who are these investigators? Gabriel Sterling? Chris Carr? What did they use to verify they hadn’t registered to vote? Their social security number? Their driver’s license? Their address? What?
How the frick does the NYT know how many illegal invaders are planning to vote? The real story is WHY these people were given documents that enable them to be registered to vote. Here’s a hint, it wasn’t an accident or oversight. It’s the main reason these people were allowed in. To vote RAT, and it throws the entire election into question.

Is there anybody who thinks that these three reasons that The NY Times gives makes the Heritage Foundation study, "deceptive"?
The honesty truth is that if I were them, I’d probably say I was registered just to get them to go away... but there are other polls which have supported the same conclusions with far better evidence.
