As for heterosexuals...I highly doubt that claim. I mean, it’s the default for gay men, only a margin of heterosexuals do - even then, there’s far less promiscuity in the hetero population.
So the math; “every-time*many-partners = wide spread” vs “mostly-not*few-partners = limited spread”....would result in a massive difference.
Regardless of the causes? A logically, scientifically if we know the causes then that's where most of our efforts are to be directed. Disgustingly and sickeningly most of the governments efforts regarding AIDS have been realistically encouraging the behavior responsible for the disease. With a promise that the government will find a cure for you so just keep doing what you're doing .
Here is what I think is a fairly good analogy, suppose the government simply told all the victims of emphysema and lung cancer due to smoking, don't worry about changing your behavior we'll just keep working to find a cure for the effects of your behavior while at the same time we blame other people for your problem.

Author also says 1 out of 6 homosexuals will get HIV (I’m pretty sure PrEP doesn’t prevent the passage of HIV virus). HIV infection causes the infected to prematurely age 14 years.
