Who was elected in America’s first presidential election after the Cold War ended? Which party was in charge of foreign policy for 8 years after? Which president succeeded those 8 years and kept the same foreign policy wonks in charge?
We pushed privatization of state assets in the 90s in a way that helped create the kleptocrats and oligarchs. Putin benefitted but I can’t imagine it endeared us to the common people.
You would think that Russia might see itself as part of the West, standing against Muslim aggression and Chinese expansion.
But for all the aristocrats spoke French, Russia has never seen itself as part of the West but as something apart and deeper. Mother Russia means something to them, even as Putin dilutes it with Muslims.

It’s because the filthy democrats have used them as a whipping boy and political weapon against Trump. Russia should be a natural ally but dem scum poisoned that well.
The historian Arnold Toynbee said that the ruling class needs an internal and external proletariat to maintain power. Preferably the two should have features that make them undesirable.
The internal proletariat for the American ruling class is “little people of flyover country”, whether that be some Black guy in our urban centers or some White guy out in the country. MAGA especially fits the role of an internal proletariat.
An external proletariat should be a country our group of countries businesses don’t have too much connection with and thus not a whole lot for the ruling class to lose by making them an enemy.
China wouldn’t fit for this reason.
The external proletariat should also have a feature rulers can identify as evil or undesirable.
Russia fits this bill perfectly. We aren’t heavily invested in Russia plus most of them are White and therefore supposedly racist.
Because the media and the cabal faked us into thinking that way.
Simple. Because Trump.
President Trump, by surviving the assassination attempt, fisting America to fight, fight, fight, but NOT calling for what any democrat would kill their mother over . . . a call to arms and city burning, robbery, looting, rape and murder;
but remaining calm and continuing in a decent issue centered campaign, is most certainly noticed by every world leader . . . Russia, China, North Korea, whatever Stan is an enemy and et cetera.
IF we can be patient (and we've shown maturity thus far), the enemy has been mortally wounded and the conversation now about joe's covid and whether he'll run, is all bluster to take the attention off of a true Leader Of The Free World, President Donald Trump.

As to your other point - yes, we are on a collision course with China whether we like it or not, but it sure would have been nice to have Russia on our side, instead of on China’s side. But the GLOBALISTS would only allow Russia to our side IF Russia was subservient to the Globalists*, something that they were not, understandably, prepared to do, given their history.

We had a window to make friends and we blew it.
There are two mindsets in the world.
One of them, if given one wish, would ask for wealth, health or knowledge.
The other one, if given one wish, would ask for wealth, health or knowledge to be taken away from someone else.
The US still mostly has the first.
Russia mostly has the second.
It is not a recent thing this has been the Russian mindset for hundreds of years.
So the two can not get along.

When Russia was the center of the Communist universe, they were the darling of the democrat party.
Bernie Sanders honeymooned there and extolled the virtues of Soviet life.
The demonrat party sought their assistance to defeat Ronald Reagan.
Many democrat party elites called for unilateral disarmament of the US and other absurd appeasements.
What happened?
The Russians abandoned Communism for the Free Market.
The Russians reintroduced the Orthodox Chatechism in their public schools.
The Russians made homosexual behavior illegal, banning pride parades and gay “marriage”, forbidding homosexuals from adopting children.
And the Russians have an active arrest warrant for George Soros.
