The Doppler radar towers put in a couple of decades ago have ten times the power going to them required for weather forecasting. The order of magnitude of power is for weather control.

How do you explain the radar bursts? What do you say they are?

I agree, plus you want extra power to penetrate the storm to get a more accurate return. With less power, you look at the front of the storm and conclude that it is X miles wide, when in truth, the storm might be masking more weather behind it and the storm is much bigger.
I don’t get involved with stupid retards like Alex Jones, they simply take you down to their level and beat you with experience. Let him explain his “radar bursts” with scientific evidence and explanation. He, of course, cannot, but you go ahead and believe in his conclusions, just don’t let it make you late for the Flat Earth Society meetings.

Storms are caused by the interaction of atmospheric moisture, cold air masses from the artic, warm air masses from the tropics, and electromagnetic energy from the sun.

So what precipitation in the air looks like a cone made of concentric circles, like the things being called bursts to influence the weather? If the radar is just picking up moisture in the air aren’t those really weird patterns of water in the air?
I found the book ‘Angels Don’t Play This H.A.A.R.P.’ to be interesting and try to keep an open mind.
I found the two different storms (one clockwise and the other counter-clockwise) compelling.

Microwaves use non-ionizing radiation, which moves atoms in a molecule but doesn't remove electrons.

Microwave photons have less than a millielectron volt of energy, but it takes several volts of energy to ionize an atom of air. Microwaves are not considered ionizing radiation.
Now, it is true that a strong enough beam could ionize air by a multiphoton process, however a microwave beam strong enough to do that would also make the air opaque to microwaves and hence become useless for radar. So, we can presume the microwaves aren’t strong enough to do that.
Also if the beams were strong enough to do that you would see sparks and plasma, like the grape plasmas of youtube fame. But, no such plasmas are seen around the radar dish, where the electric fields are much higher than they would be miles away in the clouds where they could potentially modify the weather, or worse, around the feedhorn, where the electric field is much higher still than where it leaves the dish reflector.
