I have not heard of ab insect infestation induced famine in the Jeffersonian era.
Total hyperbole, yes cicadas are annoying, but they just want to make whoopee, and then they burrow back into the ground.

I've been through the cicada thing many times. It's just nature. It's been happening for tens of thousands of years. My dogs love to eat them.
