Neighbors should have been carrying.
If the owner was in jail the dogs should have been confiscated and sent to the pound for euthanizing.
Why were these dogs not brought to a relative’s home, or the local animal shelter when the owner was incarcerated?
The arresting authority and related animal control departments are the ones mainly responsible for this.

Pit bulls should not be legal to own since people can’t control them.
My philosophy is one pit bull one 9mm problem solved ... Two pit bulls two 9mm same as above.
Carry a pistol. Even a 22 will flatten them. Bullets are their kryptonite.
I find it hard to believe that with 20 or 30 people observing, there wasn’t one person with a tire iron or some other weapon they could have used against those dogs.

The breed ought to be outlawed. They are bred to be aggressive and once they taste blood, they go wild.

I have a dedicated “neighborhood walk” gun, a .38 special with the first two cylinders loaded with number 4 shot, just in case of a problem like this, then antipersonnel (hollow point) loads in the next three.
There’s a snub nose .44 special on my want list, that keeps moving up every time I see something like this - loaded with custom, .44 RUSSIAN loads with shot loads charged with number two or even BB shot, moving at maybe 650fps tops. Just waiting to find a bargain...
