Reese’s may be in violation of state and federal laws with its new sweepstakes offer currently advertised on packs of peanut butter cups.
The promotion on two-cup packages reads “You could win $25,000” and, in smaller print, “See details inside.” But only after consumers have bought and opened a package can they see the small print: no purchase is necessary to enter the sweepstakes.
The Reese's contest was first reported Monday by Edgar Dworsky, a consumer advocate and former assistant attorney general in Massachusetts, who runs the Consumer World website.

Peanut butter is over 40% more dense than milk chocolate.
It’s against the laws of gravity for that situation to be corrected.
Reese’s Peanut Butter Cup Martini
2 1/2 ounces Reese’s Mini Peanut Butter Cup Infused Vodka
4 ounces milk
1 teaspoon Hershey’s Chocolate Syrup
4 mini Reese’s Peanut Butter Cups, for garnish
Method
To prepare the infused vodka, combine vodka and Reese’s Mini Peanut Butter Cups in a clean mason jar. Close jar tightly and store in a cool dry place for 7 days. Give it a good shake once or twice per day. Once vodka has been infused, strain into a clean mason jar using a fine mesh sieve or cheese cloth. Store in a cool place or in the freezer.
To prepare the martini, combine infused vodka, Hershey’s chocolate syrup and milk in a cocktail shaker filled halfway with ice. Shake for 30-40 seconds and pour into two small martini glasses. Garnish with Mini Reese’s Peanut Butter Cups

As long as it’s technically possible to enter the sweepstakes without a purchase, even if that way is very difficult, they should be fine. Just because the details aren’t readily visible on an unpurchased package doesn’t mean anything.
