Being rescued depends on a number of successful factors. Such as PGAS.
So just walking up to someone is Police Negligence?
I wouldn’t blame anyone for not jumping into a river while chasing a junkie.
I was a lifeguard in high school. No WAY would I try to rescue anyone without the proper equipment - especially a drug addict as you have NO IDEA how they are going to react. People in the water will grab you in a bear hug and you can’t get out of it - you both sink.
HOWEVAH- if that happens, PINCH them H A R D and they will let go. Don’t stop the pinch until they open their arms.
Mom wants $15 Million? I don’t know. It’s hard to quantify “grief”, and as a tree arborist, I doubt if he ever would’ve earned that much. Maybe Mom just wants a new home, on with a Pink Cadillac in the driveway.
Maybe the Cops thought there was a danger of becoming tangled up in those same underwater vines.
That’s an urban legend about that Phil Collins song.
If the guy was high going in after him was a major risk.
But no one had a float to throw him?
A rope?
A grab pole?
And fifteen minutes? That is a bit long to try to come up with a plan.
“Kimberly Williams-Clabo claims her son, Mika Wheeler Clabo, would still be alive if it weren’t for the alleged negligence of the Knoxville Police Department”
She is well qualified to make this claim since she completed her paramedic rescue class, right?
Lol.
Rule number 1 for first responders: Never attempt a rescue until all safety precautions are in place.
The photo the Post has that’s supposed to be where the incident occurred is entirely bogus.
Heroin sucks. Slow euthanasia. Based on only what I’ve read, it doesn’t appear mom has a case here. But I can sympathize for the loss of her son.
If he was pumped up on drugs, it would be dangerous to go in after him.
I’m with the cops on this one.
Hed still be alive if he hadnt done heroin ...
Shades of George Floyd
Cops are not required to do anything to help you.
The Supreme Court said so.

Throw him a brick
I’m critical of police but in this case they did nothing wrong. Some idiot jumps in the water that is not a police problem.
Blaming the police for another person’s inability to swim is silly.
Happened in California too, maybe 15 years back. The cops forbade citizens from entering the water while they waited for water rescue team.
“encountered him “acting erratically”
So this is actually not police responsibility, they should have dispatched a counselor. But no cop should be expected to go into the water to fight with someone. One less heroin addict.
The dragon defeats another one.
