The guys in the background are checking their targets. The targets are to the right. The mutton heads are standing in front of their own table. Now notice that there is no table on the other side of the room where the guys in the background are located. That probably means that their table it to the left out of the picture. They are shooting past the guys in the foreground since they have the table close to the targets. Our heros' table is inside the bullet trap. (Note the slope of the ceiling)

Have you never looked down the barrel of a firearm once it's disassembled? If you haven't, you've undoubtedly got a filthy barrel. And if you did, did it have to be completely detail stripped before you considered it "safe," or was simply field stripping it "safe enough"?
If you've ever cleaned a weapon (and inspected the barrel's bore) with a mere field strip, that raises the question of how you justify taking the risk without fully field stripping? The answer is, at some point you have to say, "that's safe enough.

Yes, that is an inspecting officer staring straight down the bore of an M1 Garand rifle. And the weapon isn't even field-stripped, but he did only seconds before confirm that the chamber was empty, which made it SAFE ENOUGH for what was to come. And how the hell else are you supposed to determine whether the bore is dirty????
This is a British military formation at what is called "reverse arms," used primarily at funeral and memorial services.
Note that every man in the formation is perpetually muzzle-sweeping the man in the rank behind him.
The United States Army used reverse arms until the late 19th Century. All Commonwealth military services still teach the reverse arms in their Drill & Ceremonies to this day.
Because with proper precautions, it's safe ENOUGH.

You can't know whether that MP40 is unsafe without intimate knowledge of what was done to confirm its condition before laying it down. Its ejection port is on the left side and not visible in this photo. For all anybody knows, there could be a Safe Chamber indicator sticking out the ejection port, which makes the weapon equally as safe as detail stripping it.
Jeff Cooper didn't bring those rules down from Mt Sinai on stone tablets, he made them up. And I'll wager even Cooper himself looked down a barrel at least once in his life to confirm it was clean.
The clown who wrote this crap thinks he's exalting himself at the ATF's expense when he's in fact displaying his own ignorance. I'm fully in favor of disbanding the ATF but without information not available in this photo, I'm not prepared to say there's a damn thing wrong going on in it.

You are highlighting situations in which the weapon is known to be unloaded. The one we are talking about is just the opposite.

I can see what you mean. The group of people in right background could be huddling around and discussing targets; but then again, it doesn’t make sense to have a loading table downrange. In any event, the doofus ATF clown is definitely downrange of the rifle. And since he seems to be on the uprange side of the loading table, I conclude that the shotgun is also pointing uprange.
It’s definitely reasonable to think the US government doesn’t know uprange from downrange.
