I’m trying to understand how any civilization that’s managed to traverse interstellar space to get here would see any reason to stay, given our obviously ancient technology and the fact that society has not advanced enough to eliminate leftists.

Idiots.
There are no aliens, but it helps us scare our enemies with made up, unprovable stuff.
It's an intangible paper tiger with enough believers around the world to scare leaders about the superiority, known and “hidden” (“non-public UFO technology”), that it works for a fraction of major systems we'd have to invest in making.
This is a wonderful, if frustrating, global psyops.
It gets a lot of people on Free Republic, too.
