NEWS FROM WASHINGTON: The Prospects Regarding the Government Financial Measures; SENATOR WILSON’S CONSCRIPTION BILL (2/19/1863)

WASHINGTON, Wednesday, Feb. 18.

The uncertainty which has prevailed concerning the future financial policy of Government is somewhat relieved by the summary action of the House, yesterday, on the Loan bill. The hostility thus manifested to Secretary CHASE's policy has demonstrated the power of the bank interest to dictate some of the terms in a destined compromise, and it seems very clear that neither party can achieve a complete trumph. It is now conceded that the final struggle will take place in a Conference Committee, and as each half of this Committee has equal power with the other, such must inevitably yield something. That the Senate will adhere to the bank measure, including its tax amendments, is quite certain, and it is equally sure that the House will insist on providing for the issue of three hundred millions of legal tender notes. Hence it seems likely at this moment that both these measures will be adopted, and that while the Bank scheme will be perfected by the action of the House, the Senate will consent to give the Secretary power to issue the greenbacks in case he shall find it to be necessary. It is thought that the Senate will not be specially in haste in asking for the Conference Committee.

THE CONSCRIPTION BILL.

The Senate Conscription bill is not yet touched in the House. An effort will be made to consider it without the intermediate action of a Committee.

THE MISSOURI EMANCIPATION BILL.

The Missouri Emancipation bill was referred to-day in the House to the Select Committee -- its friends hoping hereby to so modify its provisions for a direct appropriation, as to render unnecessary its consideration in Committee of the Whole.

If I understand, it was just two companies of California volunteers that marched southeast from El Paso and captured two small forts, Quitman 100 miles and Davis 200 miles southeast from El Paso.
Two Union companies in two small forts in a state of 269,000 mostly empty square miles is not such a big deal, I'd think.
