Where's the best place to go to set up a web site? Nothing fancy. I just want to place some stories and speeches there. Hopefully with little or no cost.
I set up a couple many years ago. One business on some server and others on places like geocities or myspace. I used microsoft frontpage and macromedia to make some fancy ones back then.
I set one up about 15 years ago on GoDaddy... they had some basic tools and it wasn’t very hard.
Wix.com
I used to do it years ago but lost interest. But it's pretty easy and free. If your ISP does that.
Easiest is hire someone.
Wix, very easy to use, no special software required.
But if you want something simple, your web hosting service supplies templates. GoDaddy and Network Solutions both do.
A little research and you can be up and running quickly on AWS.

If you don’t want a custom domain, the free version of https://wordpress.com/ is a good option.
WordPress might fit your needs.
Just go to CIA.gov and select the Junior Disinformant Starter Kit - you’ll get a complete set of web site development tools, e-mail spam templates, social media bots, and an upgraded version of “Talking Points 2.0 - All the Opinions YOU Need to Explain Today’s Complex World.” :)
That’s not as true anymore. The tech savvy teenagers grew up and their kids know nothing except how to use TikTok and Instagram.
Wix, Wordpress, they all seem to be selling domain names and hosting services.
I'd like a standalone program that I can use offline, then FTP the files to my host (using a standalone FTP program -- I use IPSwitch WS_FTP Pro).
MS Expression Web 4 is old, released in 2010. I'd like a newer one, with templates and drop & drag.
Blogspot might meet your needs.

Monthly cost for deployment. I've no affiliation or interest in the company. Just kinda looks like the way things are headed.
I agree with Bear. Go with Wordpress. As far as hosting is concerned, there are plenty to choose from.
