Ah, so it's not just me! People and titles referencing people are who, things are that.
In the KJV Bible, finding ‘that’ following a pronoun is somewhat common; ‘which’ is used as well.

I have a copy of ‘Building Better English’ (teacher’s edition, 1951, published by Row, Peterson, and Co.), which I use at times.
On page 94 it appears the two authors were ok with ‘that’ and ‘which’.
