ALL Time? That's an absurdly bold headline, considering voice recording has only been around for about 135 years. Which means we have no clue what people sounded like for (roughly) 99.9325% of man's existence.
Like the Marxists at Rolling Stone have a clue who the greatest singer was in ancient Mesopotamia. Or whether Attila the Hun could carry a tune. Or whether it was worth standing in line to buy tickets to see Jenny Lind in concert.

Roman Emperor Nero might have had a great voice and been one hell of a lyre player. He was almost certainly ranked No. 1 while he lived. if you ranked him otherwise really bad things happened.

Roy Harper is also a fantastic singer, he normally doesn’t sound anything like he did on PF’s “Have A Cigar”.

Oh that’s interesting. I always thought that was Waters sort of singing in character, but now it makes sense. I must admit I don’t know much about Roy Harper other than vaguely perceiving him as sort of a folkie. I know he’s mentioned in one of the song titles on Zep III.
