WASHINGTON, Tuesday, Dec. 30

THE EFFECT OF JEFF. DAVIS' PROCLAMATION.

The fulmination of JEFF. DAVIS against Gen. BUTLER and the President's Proclamation has the first effect to derange the programme upon which the exchanges of prisoners have heretofore taken place. The orders and threats of the great outlaw are directly in violation of the cartel, and the first impulse of the Government was to terminate all proceedings under it. It had been merely agreed to make a general exchange, including soldiers, political prisoners and sutlers, but until DAVIS shall satisfactorily explain his intentions, all commissioned officers in our hands will be retained, and only privates and non-commissioned officers given up. To this extent the exchange will continue to go on, and orders to that effect were to-day telegraphed to all points. Col. LUDLOW has arrived here on this business, and will at once proceed to Fortress Monroe.

The Cabinet met to-day two hours earlier than usual, and was principally occupied in discussing the admission of West Virginia. In response to questions proposed by the President at a late meeting, and which we gave last night, each member had prepared a written opinion, which was to-day submitted. These opinions, though materially differing in regard to the probable results of the admission of the new State, were nearly unanimous in opposition to the dismemberment of the "Old Dominion," and the establishment on its ruins of two distinct Commonwealths, with two setts of Senators in Congress. The measure was opposed by several members, on the ground that it was a virtual acknowledgment of the legality of secession. It was argued that if Virginia was still a State in the Union, the division was illegal,

"Today", December 31, 1862, the war's 167th engagement, at Parker's Cross Roads, Tennessee, CSA victory (sort of).
Nathan Bedford Forrest's outnumbered Confederate cavalry outfought Union BG Sullivan's Ohio, Indiana, Illinois & Iowa Infantry, before escaping over the Tennessee River.

Parker's Cross Roads is the 12th engagement in Tennessee, making it Number 2 for most battles in the Confederacy, after only Virginia.
However, as of December 31, 1862, there are still four Union states/territories with more engagements than Tennessee: Missouri (26), West Virginia (14), New Mexico (13) and Kentucky (13).

So, 1862 ends with the war decidedly shifting into Confederate states -- the count of battles is now 74 in Union states & territories and 93 in the Confederacy.
Still, the count of wins & lost engagements is remarkably even: 73 Union victories, 71 Confederate victories, 23 inconclusive:
