Polio had been eradicated everywhere in the world except Afghanistan and parts of Pakistan. When Biden gave Afghanistan back to the Taliban and refugees started streaming out it was a pretty safe bet that they would bring polio with them.

The problem is deployment of Live Attenuated Vaccines to areas of Africa. The LAV has deattenuated and has become "replication competent". Persons vaccinated with this deattenuated LAV can shed viable virus for a couple weeks post vaccination. When they get the LAV in Africa, then come to the US, they are carrying a communicable disease. The virus shows up in waste water surveillance. The whole problem could have been avoided if the LAV oral vaccines had never been deployed. The genie is out of the bottle now.
Hochul is going to leverage this to push not only polio vaccinates, but SARS-CoV-2 mRNA "vaxx" on school children. The combo will be a disaster. The mRNA vaxx damages the immune system and the LAV vaccine for polio will find an immune compromised victim due to the mRNA vaxx.
