I seem to recall that he originally planned to target some other festival in some other city, but that something happened that caused him to change his plans. It might have been the unavailability of a hotel room with a proper view of the festival he originally planned to attack.

What happened to the Middle Eastern royalty figure who was said to be the actual target of the group meeting with Paddock? There were video shots and this premier owned floor further up in the same hotel, as I recalled.
In other words, Paddock may not have been responsible for any of the shooting, in favor of a hit squad that intended to kill the premier and appeared to use the random shooting to cover for the work they never completed.
