A good example of “gun control.”
Seriously, at 183 yards, I wonder if he knew exactly what was downrange of the target when he fired? The good news is he was so calm that adrenaline had not yet kicked in, which causes one to loose find muscle control. Again, good example of gun control. He has probably had lots of training in firing that rifle, which is probably his own rifle. I hope that the shooting review clears him of any departmental training violations.
