What we have here is a classic Power Struggle.
That cop could have waited out of compassion for the emergency patient. Must have felt ‘dissed’. Most EMTs take their jobs deadly seriously, as one would want them to do.
Maybe the EMT told the officer; “C’mon, Man, take a Chill Pill! Can’t you see I’m busy?”

This has been pretty standard for a large number of police forces in North America for the last 40+ years.
The remarkable and extraordinarily rare event is when the investigation results in ANY form of discipline for the officer(s) involved. Normally they just get a paid couple of weeks vacation (suspended with pay) or moved to a desk job for a few weeks until the incident blows over and is forgotten.

Police are conditioned to react to any perceived defiance. You have to be totally submissive or you risk death. If you feel you are being treated unfairly, save it for later. You’ll live longer that way.

If an EMT or a paramedic has a patient being moved, the cops needs can wait. I may have misread it but what was he doing parking in an ambulance bay anyway?
A lot of cops (I would guess at least half) think they are some type of Praetorian Guard or nobility, answerable only to Emperor Caesar.
In this case, the cop is in the wrong. He was not in a battle zone or crime scene where thugs are shooting their weapons. The cop was in NO DANGER! He blew a fuse for no other reason than he is lord and master of the highways and a peon EMT dissed him.
The cop will be fine. One of the many buckets of whitewash that the PD keeps for all occasions of police misbehavior will be hauled out and liberally applied.
